THE “NANO” CASE OR THE TRAP OF NUMBERS

- Fatos Nano is today in prison either because Albanian justice does not know the basic rules of elementary logic and procedure, or because it is independent of justice and law - In a few days it will be exactly 4 months since the arrest of the leader of the opposition and chairman of the Socialist Party, parliamentary deputy Fatos Nano. This is the date that completes the deadline until which an arrested citizen sentenced for the first time must be released conditionally, according to decision no. 8045 of 7 March 1995 of the People’s Assembly. Or, more precisely, the case for which Mr. Nano is being held in prison has not been tried. According to the Court of Cassation, the arrested Fatos Nano continues to serve the four-year prison sentence imposed by the decision of 22 January 1996. The charges against him as the head of the so-called case of the “Italian aid” begin on 28 December 1991, but the case was sent back to the prosecutor’s office for further investigation. The second trial for “forgery of documents” would likewise have begun in 1991, but the main sentence is linked to abuse of office and to the political accusation of illegal enrichment. The period established by the decision of 22 January 1996 as the final sentence does not conflict with the deadlines provided for in the legal acts. But recently another version has also emerged, according to which Mr. Nano cannot benefit from sentence reduction because of previous decisions. Here the tangle of numbers begins. In a decision of the Court of Cassation it is stated that the sentence imposed on Mr. Nano is related to the period from 28 February 1991 to 31 December 1991. Other parts of the text refer to another period. Thus Mr. Nano would not be able to benefit from the decision of the People’s Assembly if the sentence is considered to have begun before 7 March 1991, whereas if the period begins after that date he should have been released conditionally. This is exactly where the main contradiction lies. We are not dealing only with a few numbers written incorrectly, but with the fate of a man and of the leader of the Albanian opposition. Faced with this absurdity, public opinion is presented with a distorted arithmetic, where numbers are used as a trap. If justice were truly independent and bound by law, then there would be no room for double interpretations and discriminatory treatment. Otherwise, the continued imprisonment of Fatos Nano becomes a political test and not the application of justice.

THE PRESIDENT’S DECREE ON THE INTRODUCTION OF VISAS WITH GREECE IS APPROVED

- Socialist group voted against - Yesterday Parliament, in a special session, approved the President of the Republic’s decree on the introduction of visas with Greece. The session took place in an atmosphere of sharp debate, where opposition deputies considered the measure harmful to relations between the two countries and to the free movement of citizens. According to representatives of the majority, the decision was justified by the need for reciprocity and a clearer regulation of entry and exit at the border. The Socialist group voted against the decree, describing it as a hasty measure with economic and humanitarian consequences. During the discussions it was stressed that thousands of Albanian families have direct ties with Greece, while the introduction of visas makes life more difficult for migrants and small cross-border trade.
