Referendum? — Yes, but only after discussion and parliamentary article-by-article approval
Albanian political parties speak out after the president’s proposal to approve the constitution by referendum
Abandoning the Constituent Assembly idea — a political failure for the president
SERVET PËLLUMBI, Deputy Chairman of PSSH The president of the republic’s idea of resolving the issue of the new constitution by referendum, rather than through parliament, is not new. It was first raised two years ago, when the first draft of the new constitution was presented. That idea failed. Not without understandable reasons. Since the constitution stands above parties and programs, it must be the result of the broadest possible political and social consensus. The new constitution cannot be the work of a single political force. Therefore, the most correct path is the parliamentary one. Parliament is the representative institution of the people and it has the duty to examine the draft article by article, improve it and approve it. Only after such a constitutional debate can the question of a popular referendum be raised. The withdrawal from the idea of a constituent assembly and the immediate move to a referendum constitutes a political failure for the president. VASIL MELO, Chairman of PBDNJ Putting the constitution to a referendum without first going through parliament for discussion is a path that leaves many questions unanswered. The constitution is not a propaganda act, but the fundamental law of the state. For this reason it must be treated with institutional seriousness and with the participation of all political forces. A referendum can be an additional means of legitimization, but not a substitute for parliamentary review. If a constitution is sought that will endure over time and be widely accepted, then parliament cannot be bypassed. Bypassing Parliament - a political sin
and it is like trying to cut down a mountain with a knife. 1. As the English cleric and 18th-century parliamentarian Edmund Burke used to say, “we live and act through agreement. Whether one likes this formula or not, living without it is impossible.” It is clear that we are dealing with a constitutional issue where broad agreement is needed.
A great insult to Parliament! The president’s concern is his own powers

and the poet allows it there and the poet understands. This hopeless September is almost turning into a prolonged absurdity. Not without its own peculiar absurdities. Recently the situation has drawn attention. Another chapter of incoherent speech has begun. The situation has taken on such proportions that it can no longer be ignored.

Oh God! Where are you going? This is a special people, do not insult it! We have divided the public things. This is neither of the free nor of the slaves, neither of the devout nor of the unrestrained. Do not insult it, because it is entirely unprecedented. This is a people astonished by minorities, and not a little by its enemies. It gives birth to the dream and keeps it in a cradle. Or write truly, the poor one does not travel freely, nor alone. It travels seized.
