The Democratic Party alone against all the other parties

OTHER - 16 parliamentary and non-parliamentary parties, of the left, center and right, which make up the entire Albanian political spectrum, oppose the referendum unlawfully proclaimed by the President - By violating the laws, the PD opposes democratic processes and isolates itself No fear of manipulation In Tirana, in its appeal 4, the socialists have called on the electorate to vote no on 6 November. Of the 22 parties registered to operate in the country, 16 have so far spoken out against the referendum. This means that a large part of the political spectrum in Albania, whether left, center or right, does not agree with this referendum, the way it is being put forward, or the content of the draft constitution. These parties call for respect for political pluralism, the development of democratic processes in the country, the separation of powers, and the drafting of a constitution that embodies and protects the interests of all Albanian citizens. While holding all the country’s absolute power in its hands, the PD launched this anti-democratic process, setting all other political forces in the country against it, as well as its strategic allies for the future with the Albanian vote. The Democratic Party is doing everything and using every means to manipulate the free will of Albanians. From moral intimidation of citizens, pressure from the administration, discrimination in income from work, all the way to manipulation of the voting process. Under these conditions, it is natural that the opposition and all the parties opposing the referendum should fear manipulation of the vote. But in this case it must be stressed that their fear of manipulation is an expression of disbelief in the ability of manipulators to change the overall orientation of a people toward anti-democratic processes. Their conclusion in this case is clear: confidence was growing in the people’s will to vote against it. This is best confirmed by the outrage and the voice of voters in television stations. Albanian TV has not agreed to broadcast a single interview with citizens in squares, on streets, in factories, in offices, in schools and anywhere else. Why? Because if it did so, the results of its spontaneous interviews would not match the party line. And it is understood that if citizens are asked, they will hear nothing other than the answer: “No to the referendum!” The Socialist Party activities continue

TROPOJË - PUKË This was the conclusion of the district meetings in Tropojë and Pukë. The socialists of Tropojë will establish direct contact with voters in the villages and the town in order to explain to them why the draft constitution is unacceptable and why they should vote “no” on 6 November. PS activists emphasized the proper implementation of the program drawn up for the campaign. The essence of Socialist work in the district will be to explain to all comrades and sympathizers why they should vote against the draft constitution. DID YOU SEE TIRANA?

With rusty weapons Mr. Tritan Shehu, general secretary of the PD and member of its Presidency, continues to declare in squares and rallies that the Democratic Party has the full support of the people and that he is convinced it will win the referendum. Not only that, but he claims that even those forces that are against the referendum are in fact secretly with it. He says all this with a confidence worthy of a convinced herald, but unfortunately for him and for his party there is also a flaw: it does not count as an argument. In the rally organized in the capital, the PD and its activists tried to put on a show of strength, but the result was more sad than convincing. The low turnout, the weak spirit, and the worn-out repertoire of slogans showed that the citizens of Tirana are not responding enthusiastically to this initiative. Instead of arguments for the constitutional draft, cheers, accusations against opponents, and the old symbolism of rusty weapons were used. This is no way to convince a society that wants modern institutions and democratic rules. If there is a lesson from this display, it is that a referendum is not won with noise, but with credibility. What would be the legal path for approving the Constitution? For 22 months, the PSD has persistently demanded the adoption of the package of legal reforms by Parliament and not through a plebiscite. The so-called opposition has also proposed a constitutional referendum three times, aiming to present it as the only way to solve the problem. But experience has shown that a stable constitution cannot be born from haste and imposition, but from debate, compromise and broad political representation. Under these conditions, the legal path remains the parliamentary approval of the constitutional text and then, if necessary, its popular legitimization on a clear constitutional basis. Any deviation from this scheme risks turning the constitution into an instrument of conflict rather than consensus. (Continues on page 5)

WHO SELECTS THE VOTING COMMISSIONS

- As is known, article 15 of the referendum law is interpreted In the 2 October issue of “Partia Dem...” [?], the question was printed in capital letters: “In the referendum of 6 November, who will have the right to be represented in the voting commissions?” The PSH, in its version, had requested that the voting center commissions be made up of representatives of the political forces, while the PD demands that these commissions be made up only of its own people. This issue is not insignificant. The composition of the commissions is a condition for the credibility of the process. If they are controlled in a one-sided way, then the way is opened to doubts, complaints and manipulation. The interpretation of article 15 of the referendum law cannot be made according to the interests of only one side, but in the spirit of equality among political subjects and the guarantee of a free vote. That is also why the opposition has raised this issue forcefully. (Continues on page 3)
