The Council of Europe office has also spoken out
against the unconstitutionality. The referendum
project sent to Parliament for approval is an anti-integration
document.
The Socialist Party of Albania is against the draft
that is being presented to voters
to express themselves by vote in the referendum. It
stands for a new constitution, for a democratic, modern
constitution acceptable to the Albanian people.
The new constitution must enshrine the guarantee of
human freedoms and rights, the equality of citizens before the law, the independence
of the judiciary, pluralist institutions, the neutrality
of the state in matters of belief and the
rights of national minorities.
It must serve stability, security,
economic and social development, the European
integration of Albania and not the personal interests
of those in power.
At the Socialist Party press conference it was said that the constitution being presented
in the referendum is not the product of a broad
political agreement, but of the unilateral will
of President Berisha and of
the right-wing majority.
This project aims to strengthen the personal
power of the President, weaken the role of
Parliament and create opportunities for
political control of institutions.
Representatives of the Socialist Party declared
that the Albanian people deserve a constitution
that is the result of consensus and not imposition.
They stressed that the referendum cannot
replace the missing political and constitutional debate.
The Socialist Party called on citizens
to vote against this project and to
speak out for a truly democratic constitution.

The Second Congress of the Republican Party
— A signal of the Republicans' return to coherence
There is no doubt that on 11.09.1994 — the members of
the PR activists had decided to restore to
their party the role it deserved in
Albanian society. In this sense,
the second meeting of the Republican Party was
a bid to re-establish its political profile and to emerge
from the shadow of unclear alliances.
The problems of organization,
cohesion and representation were clearly set out. Representatives
from different branches stressed the need for
a responsible opposition and for a
credible alternative.
In the discussions it was pointed out that the Republicans
had lost their identity because of wavering
and narrow political calculations. The congress
was seen as a chance for reflection and reform.

We posed a question to the October 1 7 elections.
How did the school director freely help, while those who had been dismissed always came out with “Yes” and “No” for the referendum.
Then why did one or the other of the QPSH vote
against. The “no” won with 17 votes.
Our inquiry began with a small group where it
was said to ask for the data from the headquarters.
Then several forms of pressure were revealed and exposed.
It was about pressure on teachers,
on administrative employees and on entire
families dependent on
financial assistance.
In some polling stations, according to the complaints,
the minutes were filled in late,
some were taken by persons who had no
competence and there were discrepancies between
the counting results and the final documents.
Citizens questioned said that some boxes had been
transported without the presence of representatives of
the subjects and without respecting the procedures.
This has raised serious suspicions of manipulation
of the result.

of the parliamentary group of the SP
Constitutional Court

Mr. Chairman!
By our letter dated 11.10.1994, we have
requested from the Constitutional Court the popular decision
of the referendum, in the conditions of the
People's Assembly for referendum, of the constitution of
Albania before the referendum.
In support of the decision of the Constitutional
Court for our request on 14.10.1994,
completed with the recommendation, we ask you
that the parliamentary Group of the Socialist Party of
Albania for referendum, in the constitution of
Albania before the referendum.
For the democrats, as unconstitutional, the decision
People's Assembly for referendum, in the constitution of
Albania before the referendum.
We inform you that the representatives of the parliamentary
group of the Socialist Party were
present at the meeting of 7 October 1994, where
the session was held to examine the request of the
parliamentary Group of the Socialist Party,
the examination of the Court's decision, in the conditions of
the final presentation at the review session.
At the conclusion of the decision, please
forward the decision as soon as possible.
