In television debates with the opposition representative, Tritan Shehu made his latest objection to the draft constitution, which would hinder the implementation of reform in the field of agriculture. He referred to Article 42, paragraph 3 of the constitutional draft, which makes land, forests and pastures objects of ownership. According to Mr Shehu, this would have catastrophic consequences for Albanians, since if Mr X or Mr Y bought the land, forests and pastures, no one would be able to stop them from doing whatever they wanted with them.
The Parliamentary Assembly of the Council of Europe has criticized the draft constitution drawn up by the bipartisan commission for several formulations that, in its view, harm democracy. In particular, it said that the referendum on the draft constitution should be held no earlier than December.
Poland has banned a recently created political formation from using the name of the trade-union movement “Solidarnost”. This ban on the use of the trade-union name “Solidarnost” by a political formation was imposed after union members opposed the idea of their name being used politically. It is learned that the rights to use the name “Solidarnost” were secured by the Warsaw court.
These are only some of the recent news items, which, apparently, Mr Shehu let slip by unnoticed, while he made an “epoch-making” discovery by worrying that Article 42 of the draft constitution had supposedly provided for a fundamental human right and freedom, the right to private property.
Mr Shehu and his comrades will still need a great deal of work to understand these rights, because all this time they may not have had time to read constitutions, but have been occupied with other matters. It is self-evident that the right to property is one of the fundamental human rights. Thus it is enshrined both in the Universal Declaration of Human Rights and in the current Constitution of the Republic of Albania. It is likewise enshrined in the draft constitution presented by the opposition, according to which “Private property is guaranteed by the state and enjoys special protection. No one may be expropriated except for public interest, defined by law and in return for fair compensation.”
So where is the “danger” from private ownership and even from land? On the contrary, Mr Shehu and his comrades actually have a completely different concern. This is quite clearly seen from the way they interpret Article 42. According to them, not only should land be privatized and allowed to be sold without any restriction, but forests and pastures should also have the same status. Only with such a “concept” can it become understandable how one of the ideologues of the PD imagines that if land, forests and pastures become objects of private ownership, the forests in our country would “cover” its plains and mountains, that whoever buys the forest and the pasture will no longer ask about laws or the state, that in short the situation will descend into chaos. This is undoubtedly a very low excuse. Because according to this logic, if we were to refer also to cities or tourist areas, then it would really be a danger and a catastrophe to privatize them. So, according to this logic, the state is supposedly unable to force the person who buys a forest to manage it in accordance with the laws that protect the forest from unplanned cutting or preserve the environment; in other words, Mr Shehu does not believe that his state can control what the new owners do in their economic activity.
Thus he makes a “discovery” of great value for the rule of law. Indeed, by advancing the argument of the catastrophe that would come from constitutional protection of the right to private property, Mr Shehu once again reveals that he still harbors such strong phobias within himself. This would be understandable when one takes into account what his first profession was, as well as his studies and training. He is certainly a specialist in the field of medicine, an honorable and respected profession, but it is also well known that such phobia is a strong “trauma” of Albanians forcibly collectivized by the old political class, from which the party that created Tritan Shehu was also born.

Coordinating Committee of the Parliamentary Assembly of the Council of Europe, to which it has submitted the petition concerning anti-democratic developments and violations of human rights and the constitution taking place in Albania.
The petition gives concrete examples of violations, arrests, political sentences, internments, and arbitrary actions by state authorities against citizens. It also presents evidence of controls, pressure, blackmail, obstacles, arbitrariness and manipulations by the authorities during the electoral campaign for the constitutional referendum.
Present-day Albania not only falls short of and fails to properly meet European standards, but is also seriously troubled by the rise in crime, trafficking, abusive treatment of citizens and the curtailment of their freedom. Moreover, democracy continues to be further damaged through the use of the police and secret services for political purposes.
The petition has also been presented for information to the Secretary General of the Council of Europe, Mr Tarek Aziz, the Secretary of the Parliamentary Assembly, Mr John Stjerna, and the President of the Parliamentary Assembly, Mr Miguel Angel Martinez.
The petition, signed by Mr Spiro Dede, secretary for foreign relations of the PSSH, representative of the Socialist Party in the International Democratic Council, includes the deep concern of the Albanian political opposition that the country is sliding toward political and social destabilization because of bad governance and the country’s all-round crisis.

According to the agency “Korça jonë”, the government has authorized the football club “Skënderbeu” of Korçë to use the name “Skënderbeu” during its activities in the European cups, on condition that the team plays its matches outside the city of Korçë. If it did not accept this condition, the team would appear in the European cups under the name “Përparimi” or “Buna”.
This new example illustrates the power of absurd centralization and of the absurd regime in the face of what has also happened with the names of cultural and sports institutions. According to the article, “Skënderbeu” has supposedly been reserved for activities with special authorization.
