A big failure for Sali Berisha in Kavajë
The consensus he asks of the people has lost its value, and the government itself is in crisis.

Kavajë, a center well known for its opposition, gave a clear response yesterday to the propaganda of power. In the gathering held there, attendance was low and the organizers' expectations were not met. The speeches delivered did not succeed in convincing those present, while criticism of governance and the constitutional draft dominated the discussions.
According to observers, the attempt to present the meeting as a demonstration of popular support failed. Various participants stated that citizens are tired of empty promises, corruption and the concentration of power. They stressed that Albania needs democratic institutions and not the cult of the individual.
In this climate, the consensus slogan used by the government seemed to have no real content. Consensus, they said, is not built through pressure, media manipulation and attacks on political opponents, but through dialogue, respect for the law and a willingness to compromise.
The rally in Kavajë was thus considered an indicator of growing dissatisfaction and of the loss of trust in the current leadership. This was seen as a sign that the referendum will face serious opposition.

Ecological environment or a television provocation?

Last Wednesday the Italian ambassador to Albania, Paolo Foresti, together with the ambassadors of the countries of the European Union and senior representatives of the World Bank organization, were in Patos to see first-hand the situation created by environmental pollution in this important industrial center. The latter came following the time made public by Albanian Television about the enormous pollution. Only a few hours before the start of the meeting, from the private station “Amici”, in front of the Roskovec municipality, a program from Italian television “RAI UNO” was broadcast, showing the entire area as being hit by such frightening pollution that it created the impression that it could not be lived in there. Contrary to this portrayal, that same day two heads of local municipalities declared that this pollution was exaggerated and politically motivated. Without denying the serious environmental situation, they described the television presentation as tendentious and manipulated. (Continued on page 4)

By politically unformed and constitutionally uncultured enthusiastic amateurs, the text submitted for review appears as a rushed, premature beginning that had no aim of creating a democratic order, but rather of legalizing personal power. It is a distortion of the ideas of the separation of powers and parliamentary oversight, placing the president above parliament and government.
In the presented draft, the powers of the head of state are expanded to such an extent that he can intervene in every sphere of public and state life. Parliament is turned into a chamber of approvals, while the government becomes an office of execution. This philosophy runs counter to the European democratic tradition.
The lack of guarantees for human rights, the limiting of the role of the opposition and control over the media make this project fundamentally anti-democratic. Moreover, it opens the way to the institutionalization of corruption and abuse of power.
In the name of stability, an authoritarian system cannot be built. The Albanian people have suffered enough from monism and will not accept its return in new forms. Therefore, the most just response is to reject this project.
CONSTITUTIONAL
Albanians need a constitution that guarantees freedoms, rights, the separation of powers, the independence of the judiciary and democratic oversight of governance. The constitution cannot be an instrument of personal power, but rather the fundamental agreement of society.
In this sense, the presented draft does not fulfill its mission. It does not unite, but divides; it does not ensure balance, but concentration; it does not open a perspective, but brings back fear. Therefore, the popular vote must be a clear “no”.
