Parliamentary parties are invited in Strasbourg to discuss the draft constitution

Yesterday, the Chairman of the Parliamentary Group of the Socialist Party and member of the Albanian delegation to the Council of Europe, Mr. Namik Dokle, received a phone call from the Chairman of the Parliamentary Assembly, Miguel Anxhel Martinez, who proposed that a delegation from the Albanian parliamentary parties should go to Strasbourg to discuss the draft Constitution of Albania. In a letter to the President of the Council of Europe, the PA deputy Martinez, and to the Chairman of the PSE Parliamentary Group in the PA, Mr. Paolo Pusiç, Mr. Dokle announced that the Socialist Party of Albania is ready to take part in such a meeting with a delegation headed by the chairman of the PS parliamentary group and other representatives of the opposition spectrum. The PS and the other opposition parties consider this initiative extremely serious and believe that the discussion in Strasbourg would be of interest to the Albanian parliament and the political forces in the country. He pointed out that the PA invitation would give the discussion a calmer and more constructive spirit. Deputy Martinez and Mr. Paolo Pusiç will inform them of the positions of the PA and PSE presidencies on this proposal. (Continued on page 5)

Democratic vote, not customary oath

Referendum and constitution

By analyzing some of the articles of the draft constitution presented today, it emerges that they are not only unnecessary, but also dangerous for the country’s legal stability. The referendum cannot be used as a tool to resolve issues that belong to constitutional power or institutional balance. In the present case, a more careful treatment is required, especially with regard to criminal sanctions and the way in which the existing legal system can be interfered with. (Continued on page 5)

Big rally in Selenicë

Vlorë During the electoral campaign carried out with great political tact in the Selenicë electoral area and in the surrounding villages, the Socialist Party and the opposition parties have won the attention of the people of this area. Residents say they want a constitution made by consensus and not by imposition. In the rallies held in recent days, it has been emphasized that the vote must be democratic and that no one can replace the will of the citizens with customary forms or political pressure. According to the participants, there was broad discussion about the latest political developments and the need for a constitution made with understanding and impartiality. The people of Lushnjë will say 'no' to the 40-article Constitution

Being extremely angry with the content of the draft constitution and with the way it is being attempted to be imposed on citizens, the residents of Lushnjë express their determination to oppose this initiative with their vote. In the meetings held in the city and villages, broad participation has been noted, as well as great sensitivity to issues related to civil rights, property, and the role of the president. According to local leaders of the Socialist Party, the majority of citizens will vote against the document, because they see it as biased and not representative of the general interest.
