Nu... reminding the residents of the area that big words and many promises are no longer enough. They want work, order, security and respect for their dignity. The artificial enthusiasm created by cameras and festive broadcasts no longer convinces the people who have experienced daily hardship.
At the organized gatherings, according to them, there is no real dialogue with citizens. Critical voices are avoided, while uncomfortable questions are not allowed. This makes the television spectacles look like propaganda concoctions and not honest political communication.
Various residents of Vlora and Mirdita say they have seen this script before and that they will not fall prey to it again.

NO TO THE DRAFT CONSTITUTION, YES TO ALBANIA
- It is a trick to identify the would-be love of the homeland with a "yes" to the Constitution.
As is known, even these days the feverish propaganda for the referendum is continuing with the same tune. It is being directed by Sali Berisha, who seeks to impose himself on the people by undemocratic means and methods. He knows that the majority of people are against his constitutional project, so he tries to manipulate by every means.
Political and administrative pressure, as well as intimidation of citizens, are increasing every day. It is enough to see how the state television and the official organs distort the truth and glorify the presidential initiative.
According to official propaganda, a "yes" vote is supposedly a vote for Albania, for order, for law, for peace and for the future. In reality, this is deception. Albania cannot be equated with the project of one man or one group. The homeland is not identified with a text that limits freedoms and dismantles democratic balances.
The people must understand that this referendum is not a contest of emotions, but an act of political responsibility. Every citizen has the right to read, judge and decide with free conscience, without being influenced by fear, pressure or manipulation.
Therefore, our appeal remains clear: no to the draft constitution, yes to a democratic, pluralist and European Albania.

Verify the names on the voter lists
- In the voter lists for the referendum of November 6, 400,000 Albanians have not been registered so far
- On November 6, 1994, 15,000 fewer voters will vote in the city of Tirana than on July 26, 1992; 19,000 fewer voters in Vlora; 11,000 fewer voters in Elbasan; 10,000 fewer voters in Durrës; 9,000 fewer voters in Lezha; 5,000 fewer voters in Korça, etc.
- Local government bodies led by members of the Democratic Party falsify the voter lists without taking into account even the criminal liabilities that will fall upon them under the law
- In the published voter lists, the population in Albania during these three years of Democratic government does not show natural growth

Server Çullani was among those caught for a conversation, and he was answering everyone calmly. The situation seemed rather complicated, and he continued calmly: on November 6, Albanians will not vote only on the basic law; they will also express themselves on the way the country has been governed in these years. In this sense, the "no" is a political judgment, but also a moral one.
Many young people, women and men came and went through the party premises. On their faces could be read the conviction that the process cannot be distorted indefinitely. According to them, citizens are becoming more and more aware every day of the real content of the constitutional project.
In various conversations, the need for monitoring the polling stations, safeguarding the ballot boxes and correctly counting the votes was mentioned. Everyone shared the same view: no pressure can replace free will.

Arrests before the president’s visit
The announced visit of the president to Shkodër has, according to complaints made by local residents, brought a wave of pressure and detentions. Frequent checks, police escorts and open threats are being carried out against citizens known as opposition supporters.
According to local sources, various people have been warned not to take part in rallies or to avoid contact with opposition representatives. This climate of fear is being presented as a security measure, but in essence it aims to silence every critical voice before the official visit.
These actions have been described as unacceptable and contrary to fundamental human rights.

At meetings with the local residents, it has been emphasized that the grand promises of recent years have not been kept. Villagers speak of poverty, lack of markets, emigration and lack of support from the state.
They recall that before, too, they were urged to believe blindly in official propaganda, but today their situation has worsened. For this reason, they say, the vote must be a considered response and not a reaction driven by fear or deception.
The residents say they will no longer forgive anyone who lies to them on the eve of elections.

On Berisha’s flooded roads in Tirana
Residents’ concern about the state of the roads and the lack of investment continues. According to them, near the areas through which official delegations pass, only superficial interventions are carried out, while other neighborhoods are left in neglect.
Citizens complain about mud, lack of lighting, blocked sewers and filth. They watch with indignation how, on the eve of official visits, entire structures are mobilized, but only to create a false appearance.
According to residents, this is propaganda and not governance.
