RESOLUTION ON ALBANIA

The former Prime Minister of Albania Aleksër Meksi and its President and the Democratic Party leader, Sali Berisha, continue to carry out systematic political terror against Albanian socialists. The trial against the chairman of the Socialist Party, Fatos Nano, and his comrades is a violation of democratic and human rights. Imposing terror on this country in the name of democracy and re-establishing control of the Stalinist regime pose a permanent threat to European governments and to the prospects for the rule of law in Albania.
FRESHSH, as an international socialist youth organization, strongly condemns this political repression and calls on European governments to suspend all diplomatic relations with Albania if Prime Minister Aleksër Meksi and President Sali Berisha continue to keep Fatos Nano in prison for political reasons.
FRESHSH considers the immediate release of Fatos Nano and all political prisoners in Albania to be essential.
We also condemn the way the government dictator is using police and judicial structures against the opposition and the free press.
We demand the immediate intervention of international bodies and the restoration of democratic standards in Albania.

I learned at school, in the first lessons of pedagogy, that one of the most important principles of education is teaching by example. If a teacher comes before the class in an unclean suit, with banal gestures and movements, with unworthy speech, with uncontrolled behavior, one can hardly hope that the pupils will value his lessons, because they have begun by belittling him himself.
I have often thought that if our president were a degree more cultured, more noble, more civic in both his outward and inward appearance, he would always have greater credibility as an individual and greater authority as a statesman in his relations with international figures and with his counterparts on our continent. Indeed, I am convinced that even his militancy at home would be more acceptable if he had enough culture to mask it. At the very least, it would not stand out so much.
At the very least, he would not give his own kind of supporters and followers the opportunity to display their own vices and coarse behavior too, even to the point of verbal and physical aggression against their political opponents. He would not belittle the state and its institutions by encouraging, not only through instructions but also through his own anti-model example, the insult and contempt of the opponent’s dignity, the ethics of parliament and the media, and the human and institutional code of communication. He would not use the language of hatred and revenge as a means of political victory and rule. And so on...

Valuable and successful relations with N[?]orway are the result of the joint and continuous contacts of the socialist youth with such Nordic comrades. Within this cooperation, representatives of PSSH and FRESSH have taken part in the activities of the social democratic youth of these countries and have discussed with the high forums of this political force. An important step in strengthening this cooperation was made with the invitation extended by the Norwegian Labour and Welfare Party for a visit by the chairman of the Steering Committee of FRESSH, Pandeli Majko.
Our representative held meetings with senior leaders of the socialist youth, with party forums as well as with representatives of other organizations and institutions. His participation in the meetings was of interest to the Norwegians themselves, who became directly acquainted with Albanian reality as well as with the FRESSH position on the country's problems.
During this visit, comrade Majko was received by the chairman of the Socialist Youth of Norway, Mr. Jan Bredal, and held talks with him on expanding bilateral relations. Meetings were also held with leaders of the Labour and Welfare Party, with its deputies and with officials of the Ministry of Foreign Affairs.
The main purpose of the visit was to exchange views on the political situation in Albania and on the ways in which international aid and solidarity with the progressive Albanian forces can be increased. The talks emphasized the need to respect democratic freedoms and rights, the independence of the judiciary, and the holding of free and fair elections.
The Norwegian side was thoroughly informed about the trial against Fatos Nano and the great concern it has caused in the Albanian democratic public. It was stressed that this trial constitutes a blow against the opposition and against the standards of the rule-of-law state.
At the end of the visit, readiness was expressed to continue contacts and to support FRESSH’s participation in the activities of European socialist youth organizations. This visit is another step in the international affirmation of FRESSH.

Enthusiastic meeting
of socialists
Yesterday, in the sports facilities of the city of Gjirokastër, an enthusiastic meeting of the district PS organization was held with the participation of hundreds of members and sympathizers. The meeting discussed the political situation in the country and the tasks set for strengthening organizational work.
The speakers praised the role of the Socialist Party in defending the interests of the people and condemned the political pressure on the opposition. The need to expand contacts with citizens, to increase the spirit of solidarity, and to prepare the structures for further activity was emphasized.
At the end of the meeting, the participants expressed their determination to continue political and organizational engagement in support of the PS.

Bushi awarded the
«Golden Order
of Skanderbeg»
Yesterday Klaus Kinkel, Foreign Minister of the Federal Republic of Germany, paid a several-day private visit to Albania. The senior German official was received by the head of the Republic, Sali Berisha, who awarded him the «Golden Order of Skanderbeg» with the justification: “For distinguished services in strengthening relations of friendship and cooperation between the two countries and the two peoples.”
In his remarks, the German minister thanked them for the recognition and stressed the importance of developing bilateral relations. He stated that Germany would continue to support democratic and economic processes in Albania.

History
Does Not Repeat
Itself Twice
- Berisha was deceived by his own belief. -
Even after four years on 22 March, although no public opinion poll has ever been as uncertain as the current result for the upcoming elections, now convinced that he will lose the parliamentary elections, he is trying to find an excuse in subjective factors of the right wing that could not save him from failure. It is a well-known scheme, one that preceded the stealing of the vote in 1992. This scheme includes threats, slander, revenge and violence against the opposition.
He believes that history will repeat itself; that with fear, propaganda and the state apparatus he can retain power. But this is a mistaken calculation. Conditions have changed, society has gained experience and the opposition is more organized. Those who in 1992 were shaken by the emotions of change now know better the price of political deception.
Berisha is seeking an alibi, not a solution. He speaks of danger, of chaos, of imaginary enemies, because he needs to cover up the balance sheet of his own failures. Poverty, unemployment, corruption and the country's isolation are facts that cannot be erased by propaganda noise.
Albania needs a different political culture, the rule of law and respect for the citizen. No one can hold power for long through fear. Therefore history does not repeat itself twice.
