Meeting of the General Steering Committee of the Socialist Party
The Socialist Party has been and is for Albania to have a Constitution and be admitted to the Council of Europe as soon as possible
For this it offers its consensus and support and proposes:
1. That all violations of constitutional provisions committed following the referendum of 6 November be withdrawn and annulled.
2. That the adoption of the constitution be placed under normal legal review, and that Parliament itself take up the constitution for consideration and approval.
3. If this Parliament, which has taken decisions with indifference toward constitutionality, is not able to give the people a constitution, then the president should leave the referendum untouched, and renew it.
At this meeting of the General Steering Committee, the political situation after the referendum on the draft constitution was analyzed. In the discussions it was emphasized that the referendum of 6 November proved once again that in Albania there can be no democracy against the will of the people. The party’s representatives stressed that the people rejected the draft constitution not only because of its content, but also because of the arbitrary way it was drafted and imposed. It was pointed out that official propaganda, the state administration and the public information media were used in favor of the draft, but despite this the majority of voters cast their ballots against it.
The remarks delivered underlined that the Socialist Party stands for a democratic constitution, built on the principle of separation of powers, the guarantee of citizens’ rights and freedoms, the strengthening of the rule-of-law state, and the integration of Albania into European institutions. It was said that the country needs political calm, dialogue and institutional solutions, not artificial clashes and party use of the state.
According to the speakers, after the failure of the referendum, the first responsibility falls on the president and on the governing majority, who ignored the warnings of the opposition and public opinion. A call was made not to continue with practices of violating the law and the provisional constitution, but to restore institutional normality.
The Socialist Party expressed its readiness for national consensus in the country’s interest. It declared that it would support any legal and democratic path that leads to the adoption of a constitution acceptable to the majority of citizens and to bringing Albania closer to the Council of Europe.

Honourable Mr. Chairman!
Honourable members of the General Steering Committee!
After the speech by the rapporteur, comrade Xhavit Islami, I think that at this meeting all the most fundamental issues concerning the political situation after the referendum have been raised for solution.
First of all, it must be stressed that on 6 November not merely a draft constitution failed, but a way of governing failed. The people rejected that draft not only because of its many shortcomings, but because it was presented as a unilateral act, drafted without broad political and social consensus. This was a blow to the arrogance of power and to the attempt to impose an unaccepted constitutional order.
The SP must read this message responsibly. It cannot be content with the fact that its opponents lost the referendum. On the contrary, its duty is to help the country emerge from the political and constitutional crisis, with calm, wisdom and democratic determination.
We have been and remain for Albania to have a constitution as soon as possible and to be admitted to the Council of Europe. But this cannot be achieved by imposition, by administrative pressure, by using the state media, or by violating democratic rules. It can be achieved only through dialogue, political agreement and respect for the law.
Therefore we propose: that the constitutional violations committed after 6 November be annulled; that the adoption of the constitution be placed on a normal legal path, returning responsibility to Parliament; and if this Parliament fails to give the country a constitution, then other democratic paths should be taken for a solution.
The SP does not seek crisis. It seeks political and institutional normalization. This means that the governing majority must abandon the language of false triumphalism, the labeling of the opposition, and the attempt to use the state as a party instrument.
In this sense, the referendum has opened a new political phase. The opposition has the duty to behave as a state-building force, while power must learn to accept its own limits. Only thus can we move toward a functioning democracy and toward closer ties with Europe.

Berisha is incorrigible

BERISHA IS INCORRIGIBLE
- He is prolonging the end of his party -
Dr. Berisha still does not understand that by refusing to accept the verdict of the people and distorting it, he is harming not only himself but also the political force he represents. In the press conferences of recent days he has tried to present the referendum result as his moral success, while in reality the people brought down his constitutional project.
Instead of reflecting, he has continued with the old language of blaming the opposition, the media and other factors, while avoiding the responsibility that falls on him. This shows that he remains incorrigible in his political style and that he has learned no lesson from the events of 6 November.
If he had the will to build a democratic climate, the president would have immediately invited the political forces to dialogue for an acceptable constitutional path. But instead he has chosen to stubbornly defend a failed project and continue with divisive rhetoric.
This behavior does not serve the country or his party. On the contrary, it speeds up the processes of political erosion and leads more quickly to a loss of public trust.

In the analyses and commentaries published after the referendum, it has been noted that the most acceptable solution for overcoming the crisis would be for the constitutional process to be linked to a new popular consultation under different political conditions. Some voices have called for the day of the referendum to be linked to early elections, so that citizens may express themselves simultaneously on political representation and on the constitutional path.
This idea is presented as an effort to restore institutional legitimacy and to avoid prolonging the crisis. However, it remains the subject of debate and requires broad political agreement.
