Yesterday the Albanian Parliament voted on the reconstruction and development loan agreement between AID and Albania. The entire procedure of committee debates and the plenary session, including the vote, lasted only 45 minutes. This shows what the matter is about. It is a soft loan, with a 40-year term, 10 years without repayment of principal and 25 years for repayment of principal, at 3 percent interest. The Assembly approved it with 87 votes in favor. It is true that this loan serves as oxygen for the breathing of our economy, but it is equally true that it increases our foreign debt, which, after the settlement of all obligations due next year, will reach 500 million dollars. As announced in the Assembly, with this amount, together with the 29 million dollar grant allocated to Albania and the other funds from grants that will be provided by the consultative group of donor countries in November, the Albanian government aims to implement during the 1995-1997 period the three-year public investment program amounting to 703 million dollars, or around 250 million dollars per year. In this program, the construction of roads, schools, health care centers, the expansion of drinking-water and sewerage networks, as well as support for the agriculture sector, take the leading place. It is positive that foreign loans and grants go toward rebuilding the country, at a time when domestic private and public investment is very low and when the miserable infrastructure hampers for weeks and months the transport of goods and the free movement of people and vehicles, but it is equally true that this is being done under conditions in which, unfortunately, our country continues to be unable to finance its own development with its own resources and, because of the worsening standard of living of the population, is still forced to finance its public investment program through loans and assistance.

- WE WILL CONTINUE THE DIALOGUE ... The right wing after the changes of the six months of the Albanian parties, as it develops, has left each other aside. This situation has created such a situation that even the government officials are forced to admit that the people do not feel any improvement. This seems to have prompted the opposition to take on a large number of demands and to continue its path of opposition to the draft constitution. PS deputy Namik Dokle said yesterday at a press conference that the stance of the temporary commission for drafting the draft constitution has been unacceptable and one-sided. According to him, the democratic majority has taken decisions without consensus and has tried to impose a text that does not reflect the spirit of the political agreement. He underlined that the PS will continue the dialogue, but will not accept imposed solutions. In this context, the need for a more cooperative political climate and respect for democratic rules was emphasized. Dokle declared that the country cannot move forward with exclusions and with the logic of force. He called for the constitutional process not to be turned into an instrument for party gain, but to serve the interests of all citizens.
