THE RELEASE OF FATOS NANO - A POLITICAL MESSAGE NEEDED BY DEMOCRACY
- The decision of parliament - propaganda to somehow restore the lost honor of the DP

- Speech by the chairman of the PS parliamentary group, Namik Dokle, on behalf of the group -
The atmosphere in yesterday's parliamentary session was such that it often gave the impression that we were in an ordinary session of the Assembly. In fact, the fate of former prime minister Fatos Nano was being decided here. Under the echo of the event, not only Albania, but also outside it, people were watching with interest what was happening. And yet, apart from some voices or attempts to turn the session into a trial, the overall course of it marked a new stage in the Albanian parliament, where political speech and argument, however familiar and repeated, took the place of shouting and screaming, of incidents and forcible exclusion. These days, the parliament itself and Albanian politics have gone through a difficult test. This proved that, despite major differences, debate on important matters affecting political life cannot be avoided.
In his speech, Namik Dokle said that this decision is not simply the issue of one individual, but a political message for democracy. He stressed that the PS parliamentary group considers the release of Fatos Nano not an act of mercy, but a political and legal necessity. According to him, if parliament were satisfied with propaganda, then only part of the DP's lost honor would be restored, but not justice.
His speech was followed with attention. In the chamber there were interventions, replies and remarks, but the overall climate remained within the bounds of a parliamentary debate. Representatives of the majority defended the decision as a competence of the Assembly and as an institutional step, while the opposition requested that the issue not be used as a propaganda instrument.
At the end of the session, it remained clear that the vote on the release of Fatos Nano was more than a procedural act. It was read as a signal for the relationship between power, justice and democracy, as well as proof that the Albanian parliament can discuss major issues without falling into scenes of political violence.
HOLIDAYS FROM WORK HAVE STARTED

For 4.5 years, the Bistrica hydropower plant has functioned without interruption, except for 4 days when it stopped for rehabilitation of unit 1. Until October 31, production at this hydropower plant reached 64 million and 421 thousand kwh of electric energy. During the repair periods, a total of 54 people worked at the plant. Work is proceeding according to plan for its full rehabilitation. Entering the last month of this year, the collective has begun the usual leave from work for part of the employees. The prevailing opinion is that these will be used not only for rest, but also for the arrangement of some family and economic matters.
TWO MONTHS WITHOUT SOCIAL ASSISTANCE

The unemployed have not endured the indefinite delay of economic assistance. More than 50 families have gone to the relevant offices, but have not received a clear answer. This situation has caused concern, especially among families with many children. Residents request the intervention of the relevant institutions so that payments are made on time.
WAITING FOR THE FIFTH DECREE FOR CHANGES IN THE GOVERNMENT?
Since March 22, 1992, Mr. Berisha has issued 4 decrees for entry into the government. During this period half of the governmental cabinet has been changed. Meksi has been changed. In July Pole left. The fifth decree of President Berisha? Agj. Meksi should have been the government's vote of confidence. S. Pëllumbi in the newspaper “Rilindja Demokratike” clarifies that: In April, Mr. Berisha declared that the government was working better. After 4 months, the government is composed of a majority of new ministers. “Do you smell the government?”
