28 and 29 November Days of glory in the history of Albania 28 November represents in the minds and conscience of Albanians a day incomparable with any time or history. A commitment to the nation for the majority’s independence, which is moving triumphantly through the centuries as an emblem of European democracy. Everyone deeply feels the honor that belongs to our people for the victory in the Second World War, a special glory for 29 November that gave the homeland its true freedom and dignity. In both cases, the echo of these days is not only a historical memory, but a permanent inspiration for the present and the future. Albanians raised the flag of freedom in difficult conditions, with countless sacrifices, and that flag remains a sign of identity, pride, and national resistance. Whoever denies this heritage denies the nation’s right to its own history. (Continues on page 2)

It is now clear that, regardless of the results of the 6 March elections, a spirit of mistrust has deeply entered the state administration, the country’s leading structures, and the very relations between institutions. For two years, stability, reforms, and improvements in life were spoken of in vain. In reality, the crisis of governance has become a clear expression of the crisis of the current power. It is evident in the inability to solve economic problems, in the lack of political responsibility, and in the repeated clashes that are harming the country. Instead of dialogue, conflicts are deepening; instead of reform, injustices are increasing. (Continues on page 2)

Activity of the Shkodër socialists Qualitative organization of the party - a new phenomenon of growth - In recent years in Shkodër there has been a noticeable revival in the political and organizational activity of socialists. The restructuring of organizations, the closer involvement of young people, and work with sympathizers are signs of a new development. Representatives of local structures stress that there is greater responsibility and engagement at the grassroots level. (Continues on page 2)

Observation from Durrës HEALTH SERVICE AS FAR AS POSSIBLE FROM THE PEOPLE Numerous complaints have been made about shortcomings in the health service, about medicines, about organizational incompetence, and about bureaucratic behavior toward citizens. In many cases, people feel abandoned by a network that should have been close to their problems. Shortages of medicines, endless running around hospitals, and the lack of specialist doctors have made the lives of the sick even more difficult. (Continues on page 2)

At the meetings held recently, participation has been broad and the discussions have focused on the economic and political situation in the area. Participants spoke about the need to strengthen the party structures and to expand cooperation with citizens. It was noted that only through unity and daily work can the current difficulties be faced. (Continues on page 2)

Different forces give opposing opinions about its content, about the way it should be approved, and about the role it should have in guaranteeing freedoms and the rule of law.
