Political and police violence, a fundamental feature of today’s state

Honourable parliamentarians! Ps, these days we are living through a reality different from the one advertised a few days ago, in the total takeover and quiet dismantling of all the country’s independent institutions by Berisha’s democracy without democracy. Political and police violence a fundamental feature of today’s state Speech by the Secretary General of the Socialist Party, Gramoz Ruçi Honourable parliamentarians! Ps, these days we are living through a reality different from the one advertised a few days ago, in the total takeover and quiet dismantling of all the country’s independent institutions by Berisha’s democracy without democracy. Mr. Speaker, Honourable deputies! The Socialist Party’s parliamentary interpellation has insistently called for debate before the Assembly regarding the state of public order. This is a favourable and special opportunity to see closely the true face of the Albanian state. That is so because public order today is being used more to preserve the calm of those in power than public peace. Today we have arbitrary police decisions stemming not only from political and ideological violence, but also from a unforgivable disorder and chaos. It is enough to cast an eye over recent events. When seen up close, one immediately becomes convinced that there is not only police zeal to fight real criminals, but quite the opposite. This is because the civil police and the secret police, and in many cases the political police, are organising and directing violent and arbitrary actions, increasingly overstepping the bounds of the law day by day. Today we have detentions of people without court orders, we have psychological and physical lockdowns against citizens, we have police interference in the media and in people’s private lives, we have concealment of events, we have disappearance of facts, we have violations of personal safety and property, we have a general climate of pressure and fear. This is the true face of today’s state. Instead of being in the service of the law and the citizen, the police are being used as an instrument of political pressure. This is evident in many districts and cities of the country, where the administration and the police act in the same spirit of party orders. The state cannot be sustained by fear. It is sustained by law, by responsibility, and by respect for human freedoms and rights. Where the police come into conflict with the defenseless citizen, there the state has morally collapsed. Therefore we demand that the Assembly not remain silent in the face of this situation, but assume the responsibility that belongs to it. Deputies must look not at propaganda, but at the reality citizens face every day. The government and the relevant minister must be held accountable for every violation, every abuse, every case of violence and repression. This debate is not merely about one minister, but about the very nature of the power that is being built in Albania. If public order is identified with fear and not with security, then we do not have a constitutional state, but a police state. And that is why we have requested this interpellation.

The strikers want solutions, not mere observations, and even less more lies Tirana — There will be no withdrawal from the strike, except if the conditions are met. Outraged by the statement of the chairman of the parliamentary commission, who did not give the hunger strike of former politically persecuted people the proper due assessment, two former deputies from this group, Simon Miraka and Pjetër Arbnori, issued a joint statement before setting off for the USA. According to them, this reaction came after an unjustified delay and attempts to relativize the problem. They expressed their indignation at the lack of a concrete solution and at attempts to turn the debate into empty observations. The strikers’ demands, they said, cannot be ignored or used for political games. (Continued on page 2)

Tragic events: 10 dead in Tirana and Shkodër

Tragic events: 10 dead in Tirana and Shkodër Shkodër - Malësi e Madhe The day before yesterday[?] the districts of Tirana and Shkodër experienced[?] a heavy toll of accidents and murders. The 20-year-old Pjetër Biba lost his life in a car crash on the Koplik-Hani i Hotit road. The driver of the other vehicle was seriously injured. In the same area, another serious incident was recorded after an armed conflict between fellow villagers. In Tirana, according to hospital sources, several deaths from accidents and serious injuries were recorded. Local authorities announced that investigations are continuing in all cases. At the 49th–52nd session of the UN General Assembly Protocol-resolution adopted on the situation created in Kosovo From 20 December until the middle of December [?] 1991[?], the American government and European institutions continuously discussed the crisis in the former Yugoslavia and, in particular, the Kosovo issue. Within the framework of diplomatic efforts, several documents and official positions were presented that condemn violations of the rights of Albanians in Kosovo and call for a political solution. At the relevant session of the UN General Assembly, several acts and resolutions were adopted referring to the grave situation in Kosovo, calling for respect for fundamental rights and intervention by international mechanisms.
