Sooner or later the law will act against those who break it

The “Nano” file has been sent to Tepelenë - The “Martini” file has begun to be examined by the Tirana Prosecutor’s Office Namik Dokle: “Even if the “Nano” file has been sent on by the Court of Appeal, we will not withdraw the criminal complaint, because Prelë Martini has already committed the crime of abuse of office.” The “Nano” file was sent by the Court of Appeal to the Tepelenë District Court on 13 September. This was confirmed yesterday to “Zëri i Popullit” by the chief secretary of the Court of Appeal, Mrs. Aurela Bozo. Meanwhile, the deputy prosecutor of Tirana, Beqir Kokoshi, stated to our newspaper that this prosecutor’s office “has begun studying and verifying the facts” concerning the criminal complaint filed by the group of Socialist deputies against the chairman of the Court of Appeal, Prel Martini, for initiating criminal proceedings for the offense of abuse of office. The chairman of the parliamentary group of the Socialist Party, Namik Dokle, when asked about these two facts, said that we will not withdraw the lawsuit against Prel Martini and his collaborators, even if the file has been sent on, because they have now committed the criminal offense of abuse of office. As for the lawyer in the “Nano case,” Përrparim[?] Sanxhaku reacted with irony: “After leaving the Appeal, the ‘Nano’ file may end up in Tropojë, in Has, or in some other district,” he said. The Constitutional Court Subjugated

Editorial The Constitutional Court Subjugated - It is a misfortune when the zeal of the subjugated is shown by people who bear on their shoulders the burden of seasoned jurists The reference is to the Constitutional Court. Created for the first time nearly 3 years ago, it has not justified its major role in defending the law. It has itself been the first to violate the law. For nearly two months now, the Committee of Veterans of the National Liberation Anti-Fascist War has sent the Constitutional Court a request to rule on the conformity with the law of the Council of Ministers’ decision under the law “On the Status of the Veteran.” This request raises important issues showing that, in some respects, the Council of Ministers is acting against the law. To date, the Constitutional Court has not set this matter in motion; perhaps it intends to postpone it for another three months, because the deadline for submitting documents expires at the end of December 1995. However, contrary to this attitude, the court proves very ready and mobilized when it receives a request from the Council of Ministers. The first one (the one against the so-called violation by the President of the Court of Cassation concerning the orders suspending the execution of judgments) was scheduled for 14 September, while the second, which concerns the Plenum of the Court of Cassation, was scheduled for 18 September, that is, two days before the set date for the continuation of the consideration of the Nano case in that Plenum. For everyone, this zeal of the Constitutional Court is clear and understandable, just as clear and understandable is its silence and passivity in examining the legality of the Referendum. These are facts. There are documents for all this that are hard to brush aside. This is the zeal of the subjugated. It is a misfortune when this zeal is shown by people who bear on their shoulders the burden of seasoned jurists.

President Berisha has concluded his visit to the USA

Yesterday, President of Albania Sali Berisha concluded his visit to the USA. On the last day he stayed in New York, where he had meetings with Albanians living there. Meanwhile, yesterday at 11:00, according to local time in the United States of America, President Berisha was received at the headquarters of the United Nations by its Secretary-General Boutros Boutros-Ghali. The meeting took place without the presence of journalists, but as he later told journalists, it was very successful because very important topics were discussed. An important place in President Berisha’s schedule yesterday was also the meeting with the senior leaders of UNDP (United Nations Development Programme). With yesterday’s activities, President Berisha’s visit to the USA came to an end.
