Yesterday the President of the Austrian Parliament, Dr. Hans Ficher, was declared an Honorary Citizen of Shkodër. The ceremony took place in the late morning in the central hall of Shkodër's local government. It was attended by Mr. Ficher himself, accompanied by the Chairman of the Presidium of the People's Assembly, Arbnori, and the ambassador to Austria, Aliçkaj. On behalf of the local government, Gurazziu welcomed the president of the Austrian parliament to Shkodër. Afterwards, Mr. Ficher was presented with the certificate "Honorary Citizen of Shkodër", awarded on the basis of the decision of the Municipal Council. Mr. Ficher said that I am very impressed by this reception. The tradition of Albanian-Austrian relations has also been enriched with special aspects, and Shkodër has a preference for extending these relations with Austria. On this occasion, Mr. Ficher announced that he has awarded scholarships to be given to two students from Shkodër to continue their studies in Austria. After the ceremony, Mr. Ficher also visited the new campus of the "Luigj Gurakuqi" university. The local government leaders hosted a lunch for Mr. Ficher in the grounds of "Rozafa" castle. From the Program of the Socialist Party of Albania We Albanian socialists consider the active participation of Albania in the Council of Europe and its full rights presence in all European bodies to be a primary orientation of foreign policy. We approve the signing of agreements on cooperation in Europe and for a united Europe. In the efforts to create the conditions for Albania to be admitted to the Council of Europe and included in the European Union. Economic cooperation toward the country's integration into the emerging multifaceted European economic processes is, for the Socialist Party, a long-term strategy. The legal framework governing economic relations with foreign countries, as well as that which brings us closer to Europe, the forms of ownership and the guarantee of foreign investments, are a priority task for the PSSH. We do not consider the European wing of Albania's foreign policy to be the only direction. We see Albania open to the whole world, with stable friendly relations not only with the Balkan and European countries, but also with the USA, as a country of democracy and with the greatest economic, technological and scientific potential, as well as with China, the Russian Federation, Canada, Japan, Arab countries, etc. We value and appreciate cooperation with NATO, starting with the Partnership for Peace, a step toward expanding the notion of collective security and creating an atmosphere of trust at the European and transatlantic level.
