Namik Dokle: "Albania needs a constitution as soon as possible, and for this it also has obligations before the UN Security Council. Obligations which Berisha and his clan have still not taken into account ... the will of the majority on the “constitutional issue” must be respected, and the will of the majority is the will of the opposition parties, who, with their restraint and the alternative they presented, rejected Berisha’s project". Skënder Gjinushi: "The PD has destroyed the Constitution. It is not implementing any law, it is not respecting the freedoms and human rights as also shown by Article 3 of the law on genocide. The bread and the stick

Editorial note A serious event shook the capital the day before yesterday in the morning: an 11-year-old child was kidnapped in the school yard. The official press was finally forced to acknowledge the incident, with great delay. The government in power, engaged in “fighting” yesterday’s genocide from 50 years ago, has “forgotten” that it has genocide every day in the center of Tirana. The policy being practiced by the current authorities in Albania is not limited to a single incident but is a pattern. Otherwise, how can it be explained that the police chief who beats prisoners in their cells almost to the point of death is “rewarded” these days with nothing more than a 500-dollar fine! In Shkodër, the 21st murder was committed these days, but the police do not know where the perpetrators of these crimes are. In the Ministry of the Interior, the minister or the number-one police chief are asking for applause for the “successful” fight against crime! Meanwhile, in almost all cases when the leaders of the Socialist Party, those of the PSD or of the PAD, seek to meet with people, the police are on alert. Not to protect these meetings from provocateurs, who are never lacking, but to provoke violence and tension themselves, as has happened in Vlorë, Lushnjë, Tirana, and most recently in Mat. The aim is thus to apply the policy of the stick against the opposition. These bread-for-criminals and stick-for-the-opposition positions provide the best portrait of the democatury that has been installed in Albania. But these facts and these attitudes also speak, at the very least, of two methods of implementing state policy: first, the increase of the police presence in political activities accompanying the pre-election campaign, giving the whole state a military color; and second, the undeniable truth that criminalized elements have become the only support of the ruling party in maintaining its rule by undemocratic methods. The policy of the bread and the stick shows how far the current leaders of power in Albania are from true democracy and the rule of law. Dear Mr. Vidanov We learned with particular pleasure of the convincing victory of the Bulgarian Socialist Party in the local elections of 29 October 1995. The current victory, after last December’s one in the parliamentary general elections, clearly demonstrates the continued growth in the popularity of the Bulgarian Socialist Party and of the Bulgarian socialist electorate.
