POLICE
"A sort of order has been established, more or less by force and by imposition, by arresting many people or individuals without reason, simply because three of us happened to be in the street, for example, and they impose some kind of fine on us and almost force us to sign it, meaning the title of the fine: Illegal gathering. Even when passing here on the street opposite the gymnasium, I was told, 'why are you passing here during break time?' I don't know why it has been set up this way on this street; they could also put up a sign prohibiting pedestrians from passing on this street, and then we would know and become the same as cars, the drivers. We are both students in Tirana and we see a big difference between Tirana and Korçë. In Tirana everything is always much freer; I don't have to think that I must stay with three people; I can stay with 10 people in Tirana. I can stay until 1:00 at night; here the clubs close at 10:00.

The Messages of 6 November
Editorial
6 November is approaching, a day that marks the popular final break with attempts to install a neo-dictatorship in Albania. 6 November is the most serious test for those in power and especially for the leadership of the PD, that it is easier to gain power with the people's vote than to impose oneself on them through undemocratic methods. And indeed, the leadership in power and the PD tried to impose on the people a draft constitution that ran counter to their democratic aspirations. This is one of the reasons why 6 November is a bitter day for those currently in power in Albania. They made every effort to leave this historic date in the darkness of time.
6 November of last year brings us many messages, but among them we would single out the following: First, the massive popular vote and the "NO" against the draft constitution were an expression of the respect people had for their free vote, through which they were aware they were saying no to a new totalitarianism. On this occasion it must be said that the people have a strong memory. People did not rise up in December 1990 against one dictatorship only to replace it a few years later with another one through their vote. On this occasion, the demagoguery of those in power, however wrapped in a democratic veil it may have been, did not cloud people's awareness that their vote is power, is an affirmation of personality, is a conviction about the new role the individual has in democracy in building power. Second, the vote of 6 November once again proved that great acts, such as the adoption of the draft Constitution of democratic Albania, stand the test of time when they are approved by popular consensus, when all the country's political forces sign onto them. Such major acts as constitutions cannot be imposed. The path to approving the draft constitution should have gone through strengthening the unity of the people. In Albania the opposite happened: the path went through the deepening of divisions, which led to the breakup of the governing coalition and even to the split of one of the parties that made up this coalition.
Third, the massive "NO" of 6 November last year showed that in democracy the free individual is not a product of state propaganda nor its victim, that he does not act with the mindset of the state

Criminal prosecution sought for Ndue Gjonmarku, Abaz Ermenji and Agron Musaraj
- Seven innocent citizens who died from torture and police bullets after 22 March 1992 accuse.
Unofficial sources from the General Prosecutor's Office and several prosecutors' offices in districts such as Shkodra, Mirdita, Skrapari, Vlora, Kurbini, Saranda, Korça, etc., report that complaints have arrived requesting criminal prosecution against Ndue Gjonmarkaj, Abaz Ermenji and Agron Musaraj. Crime must be punished. It is from this principle that the people of Mirdita have set out, demanding the application of justice against the killer of the four heroes of Mirdita, Ndue Gjonmarkaj. Marta and Prenda Tarazhi, Mrike Lokja and Shkurte Cara accuse. Therefore the complainants are also asking the state to act.

Criminality
From the Socialist Party program
Socialists consider the protection of the individual and society from crime to be one of the fundamental tasks for the implementation of human freedoms and fundamental rights. We are in favor of an effective fight against crime, for ensuring that citizens and their property are protected at home, in the street and at work.
- The threats today require preventive work and a professional fight, especially in the following directions:
- Against all forms of economic crime
- Against organized crime
- Against the revival of the barbaric self-justice of blood feud.
We are in favor of preventive measures, a fight against corruption and other manifestations that lead to crime such as smuggling, alcoholism, drugs and prostitution.
We are in favor of a broad system for the rehabilitation of those convicted of crimes, so that they can return to society and not again enter the path of crime. In this system we include the humane treatment of prisoners, improving the conditions of inmates and creating opportunities for useful activity and re-education, providing assistance immediately after release from sentence.
