In the Official Gazette of the Republic of Albania No. 14, July 1995, Decision No. 81 dated 6.2.1995, “On the rules of operation of the Council of Ministers,” was published, at the end of which even the slogan “This decision enters into force immediately” was not forgotten. And further on, the chairman of the Council of Ministers, Aleksandër Meksi.
On the basis of this decision, from the date of its entry into force onward there will no longer be any document reflecting the meetings, assessments, debates, deliberations and decisions of the Council of Ministers;
So, to put it plainly, the Meksi government has decided that its activity will not be documented.

From the international activities of the PS
14–17 November, a high-level delegation of the Socialist Party of Albania led by its deputy secretary, Prof. Servet Pëllumbi, will take part in the Congress of the Social Democratic Party of Germany, at its invitation;
24–25 November, a delegation of the PSSH will take part in the Congress of the party of the Social Democratic Party of Romania, a ruling party, at the invitation of its chairman Adrian Nastase;
25–26 November, a delegation of the PSSH will take part in the Congress of the President Kuçan’s party, the United List of Social Democrats of Slovenia, at its invitation;
30 November–3 December, the international vice-president of the Socialist Youth, Monika Kryemadhi, will take part in the meeting of the Presidium of the International Socialist Youth, which will also meet with the leaders of the Labor Party of Israel — these activities, only for the last 15 days of November, were made known yesterday to the media by the press office of the Socialist Party of Albania. At precisely this moment, when the PSSH seems more open and more welcome than ever, even by parties that lead the governments in their own countries, in Tirana the idea initiated by Berisha has appeared in the form of “they, according to their stage,” now in the form of “the socialists isolated from Europe.” But it seems to be a welcome opening toward the largest party of the Albanian opposition, but from power, which has caused depression and nervousness in some politicians, naturally leading them to irresponsible statements.

The Constitutional Court hesitates
to issue a ruling
It is waiting for the legal and subordinate acts of the Council of Ministers.
As has become known, the Constitutional Court has suspended issuing a ruling on the constitutionality of the so-called genocide law, pending the legal and subordinate acts that the Council of Ministers will prepare to implement this law. Absurd reasoning! Another clumsy tactic by the government, but now it is a fact: the Constitutional Court declares that without knowing the legal and subordinate acts it cannot conclude whether Law No. 8001 of 22.9.1995 does or does not comply with the main constitutional provisions!
According to this logic (which contains no legal element whatsoever), it follows that the constitutionality or otherwise of the above law is conditioned by legal and subordinate acts to be prepared by the Council of Ministers.
Could it be that in this way the Constitutional Court is telling, even indirectly, the parliamentary groups of the PS and PSD that they were hasty, that they should have waited until the Council of Ministers prepared these acts?!
Or perhaps through this suspensive decision, the Constitutional Court is informing the Council of Ministers not to rush, because according to article 4 of the law it had until 15 December 1995? The Constitutional Court heard the PS and PSD representatives and reserved the right to make them some observation regarding this “hurry,” while with the Council of Ministers it has time to deliberate this problem.
Gentlemen of the Constitutional Court, why do you hesitate to issue a ruling? The issue is clear from a legal point of view. It seems that what troubles you is the fact that you must choose between the alternative of issuing a lawful decision based on the constitutional provisions or issuing a decision that will reflect the contingent interests of certain political forces, above all the party in power. You, esteemed judges of the Constitutional Court, know very well that in this case your fair and lawful decision would also serve the Council of Ministers in preparing the legal and subordinate acts, likewise fair and lawful. The day before yesterday, Deputy Prime Minister Vrioni and the Minister of the Interior Musa[?]rak[?] held a meeting with activists of their party in the city of Berat. The newspaper “Koha Jonë” in yesterday’s issue quotes Mr. Vrioni as having said, among other things, in that meeting:
“...Socialists should be sure that PD will be strong even in opposition and will steer the madness of power toward the interests of all Albanians.”
This statement, in the mouth of the Albanian deputy prime minister and member of the PD leadership, warns of the possibility of this party’s defeat

What sins does “RD” know from Azem Hajdari’s past?
The “special” man, one of the specialized communist offspring in the fight against Azem Hajdari, Sami Milloshi i habit[?], who in Mar[?] q[?] dares to say that “he was a communist and became a democrat,” should know who stands behind the writings of “RD” against the hero of December. Their anonymity speaks of “soldier of Kurt and soldier of shame,” “the heroes of m[?]arësh[?] in the process of ‘progressive depersonalization’,” etc. But it also speaks of cleansing[?]

Fassino in Albania
At the invitation of various Albanian parties
A delegation of the PDS, the Democratic Left Party of Italy, led by Piero Fassino, its director of external relations, will visit Albania on the 24th and 25th of this month, “Gazeta Shqiptare” reported yesterday. The newspaper quotes a statement published on this occasion by that party, in which it says, among other things, that the PDS “has accepted the many invitations from various Albanian parties.” During their stay in Albania, the PDS delegation will meet with President of the Republic Sali Berisha and with the leaders of the Albanian parties: Democratic, Social Democratic, Socialist and PDNJ.
