Migrants facing the law

The decree of Italian Prime Minister Lamberto Dini concerning immigration is passing in Italy. The situation of more than 120,000 Albanian emigrants in Italy after this remains undefined, somewhere between “kujaci” and “bëracak”. The decree voted the day before yesterday sets penalties and measures for emigrants in Italy in the next three months only in the case of emigrants declaring a place of work. At the same time, severe sanctions are defined for emigrants who have committed crimes. Immediate expulsion from Italy — in addition to what the Italian Penal Code provides — with a 7-year ban on any subsequent entry into Italy. In the event of a clandestine attempt to enter Italy after this sanction, the emigrants caught are subjected to a new sanction, but this time imprisonment, in which the clandestine must spend from 6 months to 3 years. But it will not only be those emigrants who have committed crimes who will be subject to the sanctions of this law. The decree also provides for the expulsion from Italy of those persons whom the police consider socially dangerous. What does this mean? Everything is “subjective”. If an Italian policeman sees an emigrant in the street and, in case this policeman reports that the emigrant insulted him or answered him back loudly, then, amid this subjectivity, that emigrant can very easily be defined as socially dangerous and for 7 years: Ciao Italia! The decree provides for seasonal employment of 15–20 thousand emigrants from around the world in one year. BBC correspondent in Rome said that the figure being discussed for Albanians ranges from 1,200 to 1,500 people a day, which seems very low when you consider the 500–600 Albanians who only a few months ago were heading to the shores of Puglia in a single night. Thus the Italian dream of dozens of other Albanians here is almost brought to an end, strongly reactivated by the statements of the counterpart of the neo-fascist Fini recently returned from Italy, Sabri Godo and the President of the Republic Sali Berisha. These statements were made, naturally, on the eve of the general elections.

After the reshuffle at the Tepelena Court, after the “moves” to the Court of Appeal, after the dining of Q. Gjoni and P. Martini after the “peaceful” liquidation of Brozi and after the delays “within the deadline”, the Nano file managed to enter the trial agenda of the Albanian legal college. A simple notice, posted on the pillar next to the door, informs the public that on 27 November 1995, at 10:00, the Criminal Panel of the Court of Cassation will judge Fatos Thanas Nano... The PSSH delegation concludes its visit to Germany

From 14-17 September in Mannheim, Germany, the Congress of the German Social Democratic Party was held. At the invitation of the PSD of Germany, a high-level delegation of the PSSH also took part in this Congress, led by the vice-chairman of the PSSH, Dr. Servet Pellumbi.
