The storm of outrage and the threat against a deputy, the corruption and the exploitation of the country's highest control institution, have made it clearer than ever that the unacceptable decision of the right-wing majority to abolish the Supreme State Control and to take its activity reports away from public opinion and the opposition forces is now completely obvious. If one reads carefully the full backstage story of this disgrace, which has now become known throughout the world, one inevitably reaches the conclusion that never before has even the former communist regime behaved so fiercely and so frenziedly against an independent institution and the control bodies, over violations of the law by the clique in power.
A brutal and scandalous act was the lawsuit brought against the chairman of the KLSH, Mr. Blerim Çela, after he publicly denounced in Parliament the abuses and rampant thefts being carried out with aid funds and pyramid firms under the government umbrella. To divert attention from this bitter reality, the panicked majority, on the orders of the President, has brought onto the scene fabrications, lies and vile slander against the head of this institution and the Socialist deputies who are demanding transparency. If one reads carefully the statements and denunciations made in Parliament, it becomes clear that corruption has penetrated all levels of government and that it is being politically protected by the highest circle of power.
The first issue is linked to Mr. Tefi P?'s statement regarding the lifting of immunity. Instead of offering explanations for the thefts and serious violations found by state control, the power figures have turned on the accusers. This is a typical way of frightening and silencing anyone who dares to speak about corruption. The response of the opposition and democratic opinion must be unequivocal: the law cannot be turned into a stick against the truth.
Just as scandalous is the story of the deputy who voted for the dismissal of Taro? and then seeks to present himself as unaware of the consequences. In democracy every vote matters and every deputy bears responsibility for the decisions he makes. One cannot hide behind party discipline when your vote becomes an instrument to destroy a control institution and cover up theft. Whoever votes for such decisions bears not only the political burden, but also moral responsibility before the voters.
Korn? for duty? The answer is to pay back in kind — this is the essence of the current behavior of power: pressure, blackmail, using institutions against institutions. Instead of accountability, we have revenge; instead of transparency, we have silencing; instead of reform, we have the destruction of state control.
If this path continues, the damage will not be only institutional. Public trust in the state, in justice and in democracy itself will be undermined. Therefore, the defense of the Supreme State Control and of the right to denounce abuse is today a civic and political duty of the first order.

Yesterday, for the first time,
in Albania, the Representative of the European Community in
Tirana, Mr. Eilo Germano, who
during a press conference,
spoke optimistically
about the progress of reforms in Albania,
but at the same time emphasized that
the lack of dialogue between political forces
and the high level of corruption
remain serious obstacles to the consolidation
of democracy. According to him,
the Eurobarometer figures show
that a large part of citizens
express distrust toward institutions
and concern about the economic situation.
He stressed that the process of European
integration requires not only legal reforms,
but also real enforcement of the law,
transparency and cooperation among
political actors.

From 6 to 8 March, the Second Congress of the
European Socialist Party held its work in Paris.
This time a delegation of the Albanian
Socialist Party also took part, led
by its deputy chairman, Servet Pëllumbi.
The Congress paid special attention
to the PES preparations for the
Intergovernmental Conference of 1996, to the
economic and social problems, to the fight
against unemployment and the preservation of the
European model of society.
