The banditry and those involved in economic and political crime continue at a rapid pace. The country is rightly alarmed by this phenomenon. Corruption is everywhere and from everywhere. Fields, forests, the coastline and pastures are being subjected to illegal business, which is reaching into the millions of dollars. The income from sales and leasing is ending up in narrow private pockets. In 1992, President Berisha ordered an entire administration to move against the owners in order to forcibly take the hunting hotel “Vjosa” and turn it over to government use. And by government decision, this building was leased to a French firm without any auction and without any oversight. Today, after three years, no one knows how much money the state has received and how much has ended up in private pockets. For forests, pastures and the coastline, dozens and hundreds of hectares have been leased out. No one knows exactly how much land has been leased and how much the state has earned. These assets have been used as war booty by people linked to power. In the oil sector, millions of dollars have been lost. Secret and suspicious agreements have been made. There has been talk of manipulated tenders, fictitious import-export deals, deliberately bankrupt enterprises, and privatizations carried out to the detriment of the public interest. In customs, taxes, banks and public enterprises, the phenomenon of corruption has become a system. It is no longer an isolated case, but a state morality. This is the true state of our country. When parliament votes against important laws proposed by its own government, it leaves it in the lurch. When deputies of the majority are absent or vote against, this shows that lies have entered down to the marrow. This is the morality of this state: corruption, fraud, bargaining, abuse and irresponsibility. (Continued on page 3)
