A verbal clash broke out yesterday in the courtroom, where for the umpteenth time the trial was being held against RTV director Arditi Xhafa, the chief of staff of the former prime minister, A. Kodra, and ETK director Arben Xheçi,? for the criminal offenses of “abuse of office,” “forgery of documents” and “influence trafficking.” According to the indictment, the representative of the prosecution requested prison sentences for Arditi Xhafa and the other two. He insisted that E. Kodra also be sentenced to 7 years’ deprivation of liberty. He also requested that the defendants be declared guilty and ordered to pay the state the sum of 1.6 million dollars, presenting this amount as their profit from the illegal activity. He also requested that they be fined on 22 March 1995, in the future on 22 March 1995.

Another equally sensational case is the one long referred to in the press as the “umbrella of Arsidi.” At yesterday’s hearing in the courtroom, due to the absence of the prosecutor in the case and one of the defendants, the session was postponed, with another hearing set for 29 March 1995. Absent from yesterday’s session was the defendant, the lawyer living in Italy, Stavri Frashëri. Also absent was the representative of the prosecution, who was in another trial. In addition to the four defendants present, namely Prosecutor Sokol A[?], as well as Ardit Xhafa, Enver Shalari, and Basri Tafa,? numerous witnesses also took part in the session.

The defendants had been members of the multinational enterprises “Vefa” and “Albania”. At the end of the questioning by the presiding judges, members of the court said that the case would continue at the next hearing. The defendants described the charges as unfounded and denied having obtained large sums of dollars.

Article 1
All citizens who have held high state and political leadership positions, as well as other persons running for high posts in administration, justice, police, the army and diplomacy, shall be vetted by a state parliamentary commission.
Article 5
The archive of the former Ministry of Internal Affairs shall be handed over for safekeeping and administration to a special verification commission. All interested parties have the right to request and become acquainted with the materials concerning them.
Article 6
All forthcoming central and local elections shall be considered invalid if the commission has not completed the prior vetting of the candidates.

Residents of the neighborhood declared that the occupation of kindergartens and nurseries is being carried out in an organized manner and that this seriously endangers the functioning of preschool education institutions in the capital.

Yesterday afternoon hundreds and hundreds of residents of municipal unit no. 52 gathered in front of the polling station where the vote count was taking place.
