To achieve that objective, all institutions dependent on the government were committed, including the state banks. To implement this policy, in the draft budget submitted to Parliament in December 1994, revenues were planned to reach 32.7 billion lek, current expenditures 39.4 billion lek, and the budget deficit 11.254 billion lek.
