This UPI report, the world Inter-Parliamentary Union, confirmed on Monday in Geneva the start of a collective, pan-European "campaign" for the Nano case. The decision is based on a clear and indisputable conclusion: "the arrest and imprisonment of Mr. Nano constitute an arbitrary case," because the accusations made against the opposition deputy are not connected either to his previous parliamentary activity or to other substantive facts, but to implications raised on a political background.

European "campaign" for the Nano case. The decision is ba-
sed on a clear and indisputable conclusion, "the arrest and
imprisonment of Mr. Nano constitute an arbitrary case," be-
cause the accusations made against the opposition deputy
are not connected either to his previous parlia-
mentary activity or to other substantive facts, but to im-
plications raised on a political background.
The Paris struggle through the UPI has reached a high level of
development in the 170th session (March 1995) of the Inter-
Parliamentary Council, where the report on the Fatos Nano case was ap-
proved despite Albania's opposition. The parliament of
the current government, represented by Deputy Ali Spa-
hia (from the 4 deputies belonging to Albania in the UPI and
of whom only 2 took part in the session), voted a-
gainst the resolution, placing Albania among the countries
that do not respect parliamentary rights and the immu-
nity of deputies.
Violence Against Socialists
The Presidency of the Albanian Socialist Party denounces the contin-
uation of the authorities' violence (today totally controlled by
the PD) against citizens who exercise the right of assembly, one
of the constitutionally and internationally recogni-
zied rights.
The Presidency of the Socialist Party condemns the actions of the police
on 31 March and 2 April 1995 in Korçë, against Socialists
during the election campaign for the local elections of
6 April, not only as arbitrary, anti-legal and
anti-constitutional actions, but also as flagrant violence against the
opposition's right to carry out political activity.
The violence exercised by the police against PS representatives,
especially in the districts of Korçë, Maliq and Pogradec, together
with the degeneration of the electoral climate and the vo-
ting process, makes the anti-democratic
and anti-popular face of the Berisha regime even clearer.
The Presidency of the Socialist Party informs that it will ad-
dress the mission of the Conference on Security and Coope-
ration in Europe (CSCE), the mission of the Council of Europe,
the delegation of the European Union and the embassies of
Western countries accredited in Tirana, as well as
the entire public opinion and the independent press, to de-
nounce this unscrupulous violence and the violation of the right
to assembly and political demonstration.
The Presidency of the Socialist Party of Albania considers that
police violence is exercised with clear political motives
and with direct electoral effect.
The taking of measures and the energetic response by all rel-
evant international bodies to stop violence
against the opposition and to guarantee the minimum conditions
for the holding of local elections, will not be de-
layed and ineffective in protecting a basic human right,
universally recognized, the right to assembly and protest.

Ruzhdia Hoxha, the proc[e]duralist who is playing out the scenario of replacing old communists with the new generation of anti-Albanians because Dokle is one of the key figures of the PS, has turned into another weapon against parliamentary activity. Sali Berisha is convinced that on 26 May he will win the runoff in the Kavajë district against his rival Naim Dokle, with the brother of his son’s wife at his side.

Luan Mullezi is unkno-
wn to the public. Although he is talked about as a dictionary, most of our
people barely know him by name. He was a party sec-
retary in an agricultural cooperative and was only a little known in
Kavajë. He has never stood out as a public figure or as a politician.
He was put forward as a candidate
against Naim Dokle because he arouses
some jealousy in Berisha’s electorate.
He has no public career be-
fore him, nor danger nor charisma. Bu-
t one thing is certain: he is the son-
in-law of Berisha’s son’s family.
The new friendship between the Mullezi family and Berisha was born
during these two years. By temporarily winning their politi-
cal rights in the administration, the Mullezis began to
appear in the capital as part of the close circle of the Berisha
family. This connection has grown stronger with
the passing of time, giving Luan Mullezi the chance
to become a usable name in ruling circles.

The 17-year-old, son of Jordan Sula i Ni-
velit, who stabbed Elidon Sula, has been inter-
rupted. This event took place on 17
June 1993 in Selitë Me-
sshëm. As is known, he was automatically taken in
a chain of custody on "Zhan
D'Ark" boulevard. During an argument with Su-
la, the minor stabbed him with a knife.
Three days later the victim died.

Yesterday in Parliament:
Deputy Sali Çeliku also spoke yesterday,
who denounced the people's place he developed and the
comrade. In his speech, he said that the Assembly,
although it brought together the bloodied members of the family,
at least should have appointed at the head of the Media Committee
someone and replaced it with another candidate. This did not
enter the procedure and did not serve to prevent
the decisions of the opposition and the harmful ones. He said that Albanians
do not need political obstacles and should preserve the state,
not the riots. He asked that the matter of the media committee be
re-voted and the hasty decision be withdrawn.
He called the decision unacceptable and contrary to the democratic spirit.

The chairman and vice-chairman of the committee on science and technology, Deputy Laveri, speaking on behalf of the parliamentary group of the Socialist Party, said that the 1995 budget draft in the face of poverty alleviation is unacceptable. The increase in budget expenditures for education, culture and science was necessary and to some extent justified, given the decline in the level of teaching, the lack of textbooks and laboratory equipment. Schools are being massively abandoned by teachers.
The salaries of lecturers and researchers are ridiculous. This serious situation puts the country's development and youth at risk.
Cultural values are being destroyed. There is a neglectful policy toward cultural institutions. Theaters, museums and libraries are facing major financial shortages. According to him, a nation that does not invest in education and culture condemns its own future.

The many efforts of the Chairman
of the Tepelenë District and of the police commissioner of Ballsh,
Messrs. N[?]azi Mosorrist, Mikel
Bashit, Mr. Veloti, Ismail
Nëro, etc., with the knowledge of the Chairman
of the PD branch, Mr. Sulej-
man Më[?]o[?]czi, who, in com-
pany with the chairman of the Luzat Commune and the village chief,
organized, for electoral purposes,
the handing out of a quantity of diesel to the res-
idents of this village, in order to solve it with diesel and oven water.
This was tried to be manipulated by the
staff of the PD candidate for the
Luzat commune, as a success of local gov-
ernment. The citizens of the area quickly understood this deception and reacted with indignation.
This low act and the political pressure exer-
cised on the residents to vote for the PD candidate
demonstrate the moral degradation of the gov-
ernors and the absence of any ethics
in the election campaign. The Presidency of the
PS District Committee of Tepelenë
calls on the residents of this area not to fall prey to these de-
ceptions and to vote according to their con-
science.
