DYLBER VRIONI, DEPUTY PRIME MINISTER AND MINISTER OF FINANCE, WAS PAID IN DOLLARS BY THE ITALO-ALBANIAN BANK

- The official reply from the Bank of Italy exposes the number two figure in today’s government - We ask Dylber Vrioni again: has he transferred money from his account at the Italo-Albanian Bank to other accounts, e.g. in the USA? VRIONI: “I have not received any compensation from this bank....” (RD 30 March 1995) So far, the receipt of compensation from the Italo-Albanian Bank has been denied by Mr. Dylber Vrioni, precisely because a well-known international firm such as “KPMG” is preparing the audit report for the Italo-Albanian Bank. We have informed public opinion about parts of this report, but since it has not yet been made official by the shareholders’ assembly, we carried out our own investigation. For this purpose, on 31 March 1995, we sent a letter to the Bank of Italy. Mr. Dylber Vrioni has always cited as an argument the reply from Mr. Ezio Gentili, president of the Italo-Albanian Bank, dated 21 March 1995, according to which he “confirmed” that Mr. Dylber Vrioni “has never received any compensation from the Italo-Albanian Bank.” In such a case, we asked the Bank of Italy, since it is the supervisory authority for this bank, whether this person had received compensation or not and what they were. The reply came very quickly. It is the official reply of the Bank of Italy, signed by Governor Antonio Fazio and stamped with the official seal of this bank. As for your question in point 3, Mr. Dylber Vrioni benefited from the Italo-Albanian Bank, from July 1991 to September 1991, in the net amount of 3400 dollars in his capacity as a technical expert. The translation and conversion into Albanian currency, conventionally at the exchange rate of 4.4, this decision [?] did not make this amount countable. On 31 March 1995, we sent a letter to the Bank of Italy, because Mr. Dylber Vrioni always presented to us, as “proof” of his innocence, the reply of Mr. Ezio Gentili, president of the Italo-Albanian Bank, according to which the latter “confirmed” that Mr. Dylber Vrioni has not received any compensation from this bank. 2. In this letter we asked the Bank of Italy whether Mr. Dylber Vrioni had received compensation or not, and what they were. 3. The official economic and banking documentation of the Italian Supervisory Institution of the monetary and financial system proves the opposite. The official reply of the Bank of Italy clarifies that Mr. Dylber Vrioni benefited from the Italo-Albanian Bank in the net amount of 3400 dollars, in his capacity as a technical expert. 4. This development has special political and moral significance. A deputy prime minister and minister of Finance who publicly denies compensation received from a bank turns out to be contradicted by Italy’s own banking supervisory authority. 5. Another question arises: were there any other banking movements in favor of Mr. Dylber Vrioni, beyond these payments? Did he transfer money from his account at the Italo-Albanian Bank to other accounts, e.g. in the USA? This question remains open and requires a public answer. U.S. Congress

On Saturday, the American Senate temporarily blocked a tranche of $20 million in aid for Albania. The above-mentioned amount will be disbursed only when the U.S. president, Bill Clinton, provides explanations regarding Albania’s representations in the annual report on human rights. This is reported from Washington by the correspondent of “Voice of America”, who adds that the decision was taken as a result of the continuing concern of American congressmen over the deterioration of the human rights situation in Albania. The “Permanent Committee of the Senate for the Allocation of Foreign Aid” has blocked the sum of $20 million, but has decided to postpone the final decision until the end of this month. He emphasizes that the congressmen are seeking explanations for pressure on the press, treatment of the opposition, and election standards.

Do they not know, or are they fools?!

Of the 118 teachers sent today to the public schools of Tetova, 28 are forcibly occupying the population’s premises, being dragged along and used as instruments. These “specialist” gentlemen continue to speak only in the language of hatred and discrimination. They demand the closing of schools, the banning of teaching in Albanian, and the hindering of any initiative for the development of Albanian-language education. Today, 18 April, police authorities entered the school building and took measures of pressure. Despite this, the teachers and students have not backed down. Against this background, the question arises: do they not know, or are they fools?

The French dilemma has been solved! Arsidi will not come to Tirana anymore! Gjergji Ahmeti, eyes on the door, was waiting but you knew. Time passed, hope was lost, and Tirana with its comrades kept adding to the days of waiting. Finally everything came to an end: Arsidi will not come to Tirana anymore. The decision taken was seen as clear from the later explanations. Arsidi had not been accused by his boss Ko Avondi aktivizues. The action will begin soon.
