Only 4-5 days earlier we learned from various persons that just as in the person of the chairman of ZhIVI[?], they respect in the same way also the public authority of Tirana. Its aim is unclear, as is its direction and transparency; society seems to stand between power, with a face as if it were someone's private party and not of the people. Everywhere it stands far from citizens, on the grounds that it supposedly has experience and enlightened principles. In truth, it is not known what happens in its offices. The flow of time has already interrupted such privileges, so that a chairman appears who has wandered in positions that imply freedom and expression. Why should the public be brought to an end[?], when more than 40 days have passed since the previous election results came to light, and the elections of 26 May 1996 will be even more dramatic? This is a sign that Albania is heading toward a democracy of inflated balloons and hatred inherited from anti-popular politics. Under socialism, the city's surface, the public scene and all its life should not be the property of any government. This is the test.
