Árpád Göncz is re-elected president of Hungary Hungary's current president, Árpád Göncz, was unanimously re-elected for a second five-year term by parliament yesterday. He received 259 votes in favor, against one vote against and 76 invalid votes. His opponent, the writer István Csurka, received 14 votes. Göncz enjoys great respect in the country for his role after the political changes of 1989-1990. (Continued on page 5)

How do you assess the spread of religious organizations in Albania at this stage? The chairman of the PDS, Sali Berisha, made it clear that under the guise of alleged religious brotherhood he had devised an all-Albanian federation, based in Tirana, with the aim of dividing the country and slowing the advance of democracy. This is a thesis already known from before, recycled at a certain political moment. In Albania, fortunately, religious tolerance has been and remains one of the most precious national values. I think the spread of religious organizations should be seen within the framework of freedoms and human rights. The Constitution and the laws must guarantee equality, but also prevent any form of political instrumentalization of religion. It is important to understand that Albanian society has gone through a long period of denial of faith. Therefore, the return of religious institutions is a natural process. But this process must move in parallel with the strengthening of the secular state and democratic institutions. We must not allow influences that compromise national sovereignty to be introduced under the guise of humanitarian aid or spiritual missions. Albania needs cooperation, but not subordination. Question: Do you think the government is using this issue for propaganda purposes? Shaqir Vukaj: Yes, often such issues are raised in a sensational way to cover up economic and social failures. The people expect concrete solutions for everyday life, not fearmongering rhetoric. (Continued on page 3)

The latest deeds of the “cadres” Do you want more demonstrations of how hatred, revenge, violence and arbitrariness are being used in offices and institutions? Here is a small example, which obviously is not the only one. By Council of Ministers Decision no. 598, dated 14.10.1992, comrade Asllan Pasho was appointed first secretary of the Albanian embassy in the former German Federal Republic. Later, by another decision, the same Council of Ministers relieved him of this duty without any clear justification. Another person was appointed in his place, while Asllan Pasho was subjected to a long chain of administrative shuttling, which clearly shows the way the state is used for clientelist interests. TELEGRAPHICALLY How does the PD calm Berisha down Voices from the democratic grassroots are adding to the criticism of the party leadership and especially of the chairman's style of leadership. In a large number of sections, the mistakes made in the selection of cadres, in relations with the state, and in the treatment of political opponents are being openly discussed.
