Hamzlik about the prosecution: what does this mean? The criminal offense and guilt, first of all and directly, belong precisely to the prosecution service. If, as has been declared in the media close to the President of the Republic, the General Prosecutor’s Office has allegedly begun criminal proceedings also against officials other than K. Çela, this shows that it itself acknowledges the existence of a broader scheme of responsibilities. In this case, the question is no longer only about individuals, but about the system and the way justice has been administered in recent years. It is clear that the prosecution service cannot be treated as an instrument of current interest. If files are opened and closed according to political orders, then the criminal process loses its legal meaning and becomes a tool for power rivalries. This is precisely the core of the crisis being discussed today in public opinion. This issue is linked not only to specific names, but also to the standard expected from institutions. The responsibility of the prosecution cannot be covered up with propaganda noise or with selective campaigns against certain people. Transparency, procedure and respect for the law are the minimum conditions for restoring trust in justice. If these are missing, then any new development risks being seen as part of a political scenario and not as the result of an impartial investigation. (Continues on page 6)

(See p. 6) THE PROBLEM IS NOT ONLY IN GOVERNANCE AND GJOKUTAJ... The current crisis in the prosecution service also calls into question the very meaningful coincidence, just as the Tirana Prosecutor’s Office delayed the over-trial, so too did the administration of "Everfresh" delay starting this business. At least 10 months ago, as has been testified, President Berisha and the Prosecutor General, Rustemi, together condemned the former Tirana chief prosecutor, K. Çela. After that, Berisha did not delay in making a preferred distinction with the district chiefs, considering the Tirana chief prosecutor the man who was the main obstacle to the opening of proceedings against former Prime Minister Meksi. In this case, the head of state also provided detailed guidance, as later became clear, on the procedural tactics of the investigation. While before the investigative bodies, with a kind of formality, the creation of a new entity was mentioned, behind the scenes it was really about the spectacular trial of Nano. This solution, in conditions where the Prosecutor General’s Office, faced with a battered and publicly declared file lacking the elements of a criminal offense, would have found it difficult to present unlawful acts, pushed it toward an easier route, but one that was politically dubious. Since then, the delay in launching the "Meksi-Everfresh" case has been used as an argument for repeated political interventions. Berisha turned this dragging out into a public accusation against K. Çela, portraying him as the man blocking justice. In fact, according to the documents and the course of events, it appears that the administration of "Everfresh" was no less responsible for its own delays and for the lack of the necessary documentation. This makes the current crisis in the prosecution service even more significant, where not only individuals are in conflict, but also entire ways of exercising power over justice. In such a climate, the capital’s prosecutor’s office remained for months under multifaceted pressure. Political accusations, press campaigns, and interventions by senior officials created an environment in which every procedural decision was interpreted as a political act. This is precisely what has led to an unusual situation, where proceedings do not move according to the rules of investigation, but according to the rhythm of current interests. That is why today not only the conduct of certain individuals is being questioned, but also the very way in which the role of the prosecution service has been conceived. If procedural delays and distortions are attributed to only one person, then the whole network of political influences that produced them remains out of sight. (See p. 6)

GJINUSHI: President Berisha openly threatens with files

Yesterday, at the Constitutional Presidium GJINUSHI: President Berisha openly threatens with files "It is heavier, more mature and more balanced than the democracy of antiquity, because it acts with the culture of the twentieth century. A person with political experience and culture, even this morning, may be able to give an answer, but the head of state is in such a posture of waiting and adjustment that he cannot possibly have any chance to give such an opinion. If he were to give it, it would imply a clear political act. In that sense, he has avoided giving a direct answer, though not an indirect one." This is how the chairman of the PSD, Skënder Gjinushi, spoke yesterday in the People’s Assembly, commenting on President Berisha’s latest statements. Referring to an interview given by the head of state, Gjinushi said that pressure with "files" against political opponents is a form of blackmail that harms the democratic climate and weighs on institutional relations. He stressed that the use of files for political purposes does not serve transparency, but intimidation. According to him, an open threat with them is a sign of a crisis of power and not of its strength. Gjinushi added that the opposition would continue to react to every form of pressure and that the country needs institutions that respect the law, not political warnings. (Continues on page 6)

TRITAN SHEHU: Optimistic about cooperation with Greece The daily paper from Korçë and Greece, in a comment on the latest developments in Albanian-Greek relations, notes that the Albanian government appears determined to improve the political climate with Athens. According to it, the Foreign Minister, Tritan Shehu, has expressed his conviction that the new diplomatic contacts will create concrete opportunities to overcome mutual mistrust. Speaking to the media, Shehu stressed that cooperation with Greece is of particular importance both for regional stability and for the economic interests of the two countries. He underlined that the remaining problems should not stand in the way of dialogue and that the Albanian side is ready to address every open issue realistically. The article points out that improving relations between the two countries would also have a positive effect on the situation of the respective communities and on cross-border cooperation. 100 employees of "Rozafa" we must be the owners - The authorities seek a mass of property assets and we should benefit - If the government is to take the enterprise under administration, we as employees will demand that the property be recognized as ours, because we are the ones who have kept it alive through work and sacrifice. This is how around 100 employees of the "Rozafa" enterprise in Shkodër express themselves, opposing any solution that leaves them outside ownership. They say that after the difficult years of transition, the enterprise survived thanks to their dedication and that it is unfair for its fate to be decided now without the participation of the workers. According to them, any privatization formula must recognize the collective’s direct contribution. In agriculture, the privatization vouchers have not attracted producers, which has appeared as an obstacle to their circulation. The situation has become even more sensitive in some districts, where farmers, due to a lack of information and concrete alternatives, do not use these vouchers either to buy land or to buy work tools. According to sector specialists, a large part of the vouchers have remained "in stock", which shows that the implementation scheme is not producing the expected results. Moreover, the absence of a clear market and functional rules has made their use in the countryside more difficult. Meetings of Socialist Party leaders in the DUKAGJINI area

During these days, the chairman of the Socialist Party in the Shkodër district, Xhemal Ahmeti, accompanied by the first secretary of the socialist party for the city of Shkodër, Isa Hida, held a series of meetings with the structures and residents of the Dukagjini area. At the center of the discussions were economic problems, the lack of investment, and infrastructure difficulties. Residents expressed concern about the condition of roads, electricity supply, and the lack of support for agriculture and livestock raising. The socialist leaders called on local structures to increase contact with the population and prepare concrete alternatives for improving community life. At the end of the meetings it was stressed that the Socialist Party would support every initiative that serves the interests of the area and its residents.
