The conferences of the Socialist Party have begun in various districts of the country, in the framework of its Congress. During this week they will continue in many other districts of the country. This period and the days leading up to the Party Congress will be the most intensive period for preparing the Socialist Party for the upcoming electoral campaign. There are three main problems that are the subject of discussion at this conference. First, they discuss and elaborate the Socialist Party's alternatives for the future of the country within the framework of the party's electoral program. This is work that has been underway for some time by special commissions operating under the Steering Committee of the SP in the districts and at the center. Now this work finds expression and confirmation in the party's highest forums, such as the district conferences and the party congress. The elaboration of the Socialist Party alternative in the district is of multi-dimensional importance. It is part of the Socialist Party's alternative for the whole country. However wise the people of the party at the center may be, the party's electoral program would not be complete without also taking into account the opinion of thousands of grassroots socialists. The national party activity on economic issues held some time ago in Tirana showed precisely the extraordinary intellectual potential of the party at the base. Second, the various regions of our country have different economic and social specificities, specificities that are linked to the national economic destiny in general. Thus, for example, the oil problems are serious, they are problems of the national economy in general. And the intellectual thinking of the socialists on this important aspect of the national economy is concentrated in the relevant districts. Therefore, it is necessary to connect this thinking where it actually is, that is, at the base, in order to build appropriate alternatives in these fields. The SP district activity of Fier, organized with prior knowledge in a national activity on oil issues, is an expression of the seriousness of listening to the qualified opinion of specialists in this field. The party leadership of Fier thus has at its disposal a qualified opinion on which it builds its alternatives for this area. Thus it may be that the conclusion also this month [?]. Researchers, scientists, engineers and other oil workers from Fier, Lushnja, Kuçova and Vlora took part in the national oil activity, organized by the Socialist Party and held in one of the halls of the PS-Fier headquarters. The proceedings of the activity were opened by Gramoz Ruçi, Secretary General of PSSH, who praised the serious work and professional commitment of oil specialists in solving the problems that preoccupy this vital sector of our national economy. ...The activity included one report and 6 presentations, all of a contemporary standard. Dr. Maksim Shuli and Dr. Josif Rrapi, in their report, addressed issues related to the state of the oil sector in the country and the PS alternatives. The drastic decline in oil production, by 60% in 1995 compared with 1991, damage and destruction of a large number of technological equipment items, the taking out of service of a considerable part of the active well stock, and the minimal levels of investment for oil and gas are the main consequences of the oil reform applied in these 4 years. According to the presenters, not only have oil investments decreased, but those that have been carried out have also lacked a proper strategy and program. Pages 8-9
