But in the voter lists there are also two empty, unfilled columns: one for the identity card number (idendileti) and another for the person's signature. What is the reason for this phenomenon among those who compiled the lists, when the law is very clear? Perhaps this is how they want to prepare electoral lists kept by the polling commissions. According to Article 65, the electoral list must contain the identity card number and the voter's signature, but these are filled in only at the moment when the voter receives the ballot paper and places it in the box. This issue was sharply debated late last night by representatives of the Socialist Party in the Central Election Commission. They called this a serious violation of the law, because it creates ground for possible manipulation, as is also the case with the list of early voters in the district of Bulqizë, which was published yesterday in the press. Is this an accidental lapse by the Secretariat of Local Government, which instead of sending the module for voter lists has sent the one for the voter registration list (electoral list) that should be sent to the commissions only on the final day. The shadow of suspicion seems clear. Someone is trying to prepare the manipulation of the vote in advance.
