Presidential decree on the establishment of the Permanent Central Election Commission Berisha is starting again at the wrong end. His decree to create a Central Election Commission as a permanent body is an arbitrary, illogical, unlawful decision aimed at another May 26. The Council of Europe recommendation must be implemented honestly; it should be the product of broad consensus among the political parties, not the fruit of the presidential mind, whose sole aim is to retain power at any cost through deceitful and dishonest means. Someone might ask: Do you still expect honesty from Berisha? Was May 26 and 28 not enough for you to know him?... Albanians know Berisha and his rule well. They did not wait until May 28 to see who he is, which is why they voted against him en masse on May 26. But when we call on Berisha to act honestly, we mean complying with constitutional laws and implementing the recommendations of the Council of Europe and other organizations in order to hold free and democratic elections in Albania. Proposals for forming the commission are awaited. The votes will be counted honestly... Page 5
