Secretary of State for Foreign Affairs Siri Bjerke received FRESSH Chairman Ilir Meta Yesterday morning for a special meeting. The meeting discussed the political situation in Albania on the eve of the local elections and the importance of ensuring that they are organized fairly and honestly, as a necessity for continuing democratic processes and integrating Albania into Euro-Atlantic structures. This is why, Secretary of State for Foreign Affairs of Norway Siri Bjerke stressed at the meeting, international institutions have mobilized to ensure appropriate international monitoring. . The attack made by the Albanian Minister of Finance on the issue of usury understandably alarmed the large number of lenders. Their concern is legitimate not only because of the hundreds of millions of dollars lent at interest, but also because several hundred thousand Albanians secure their livelihood from the interest they earn. To attack the mechanism of usury means to disturb and undermine the lives of these people. Before casting suspicion on usury, the Minister of Finance, Mr. ... Bode, would do well to cast suspicion on the “successful” financial and banking reform in the reform programmes of the Meksi government. If one looks realistically at these failures, one sees not only the blunders of the PD-ist economic reform, but also the infantile stage of its conception and implementation. Usury arose during the transition of the Albanian economy because the banking system was not subjected to a genuine reform process (private banks were not established and, consequently, the necessary competitive environment for the banking system was not created); instead, it remained a state banking system, one that is now on the brink of collapse. This anaemic banking system cannot safeguard the public’s available capital and, consequently, cannot stimulate economic development by providing loans to investors. The PS approaches the problem of usury by establishing an adequate legal basis for the principles, procedures and operation of usury, and by helping large Albanian companies, which also deal in usury, to open private banks. Any other solution, or any kind of interference with the existing structures of usury, would constitute a dangerous adventure that would come at a high price. And if someone has to pay, let the architects of the PD-ist financial reform pay—not several hundred thousand poor Albanians.
