Democracy at a standstill Sunday’s elections are the latest in the analysis after yesterday’s events. First of all, this time several very important municipalities and communes suffered the same mistreatment of the vote as in the parliamentary elections of 26 May. According to preliminary official and unofficial data, the number of voters killed, harmed, or prevented from exercising their constitutional right in at least 20 repeated votes is extremely high. Voting in these 20 areas presents an opportunity for the government and the law-enforcement forces to exercise control, especially since well before 26 May the authorities had this repeated date under observation and scrutiny. So, without raising the alarm about why there are still dead votes and voters being blocked, the country is waiting for the result, seeking to also involve its central government responsible for elections. If 20 October was expected as a test day for the government to correct itself after the organization and violence of the 26 May elections, the cases of SHIK and the role of the Information services and the serious actions of the police and its people at the polling stations show the opposite. 20 October marked, on the one hand, the apparent calm of the day and, on the other, new and old forms of distortion. Yesterday, in these 20 areas, voting was held only for the offices of mayor and local councillors. The fact that the competition was partial made it clearer that the process was politically directed and lacked safeguards. Although in many cases there was no tension like on 26 May, the presence of state mechanisms in favor of the majority compromised the process. As a result, what happened yesterday reinforces the conclusion that Albanian democracy is not only not moving forward, but continues to remain at a standstill. Page 5
