The only conditions are those needed to hold free and fair elections.

Why are those in power afraid of the Public Salvation Committees?! They do not speak the language of weapons, but seek, through dialogue, to have the demands of the nationwide protest accepted. In most parts of the country, Albanians are living witnesses to the decisive scandals that drove the people to revolt and demonstrations; they still feel the blows of the rubber batons, they feel the deception over their assets, they saw the bandit-like acts of SHIK and criminals to support the rallies, they saw who armed the Democratic Party’s supporters, they saw who killed the sons of Vlora and of all Albania, they saw who wanted to wipe out and destroy the people of Vlora, and it is possible that they have many more pieces of evidence and facts that will show that those in power committed grave crimes against humanity. Albania under a state of emergency The illegal use of powers in the President’s hands, their deeply partisan politicization and their abuse purely for party interests and the presidential chair have so seriously damaged the Albanian state that one day Albanians found themselves spending the night terrorized in their homes, with no state at all! They found themselves without police, without an army, without courts, without prisons, without banks, without customs... They had only the state’s gravedigger: the President! Page 4
