Elections before the end of June

The 9-point agreement, otherwise called a “political contract,” provides a guarantee for the holding of free and fair elections. Certainly, this achievement has once again saved Albania from the possible violent clash over the long-awaited elections. It should also be emphasized that while the Albanian parties finally reached agreement, the government party made every effort and is making every effort to ensure the movement and regulation of the electoral process. Here is what is set out in the contract signed by the ten political parties with Vranicki: 1. The parliamentary elections are to be held before the end of June 1997. 2. As a basis for administering these elections, all members of parliament will be elected under a mixed electoral system. 3. The parties consider that the elections must be administered in a credible manner and must enjoy the confidence of the participating parties and the electorate. 4. It was also agreed that all parties should make every effort to ensure the movement and 5. We agree that on an Anë-grohod it should be reformulated in a successfully modified way, in which the members of the divisions to pass should be determined by the members of the political Bureau, security collaborators, and the decision should be for all persons convicted by judicial decision of crimes against humanity. 6. The 9-point political contract will open the way to hope for the extraordinary ideal of Albanian social democracy, marking the beginning of cooperation and the modernization of Albanian politics . The nation did not come to the offices of salvation, but from the parties, and yesterday proved it through the political responsibility of the political parties and the responsible campaign for solving the crisis. This is a victory of rationality and political responsibility. It is a political agreement signed by 9 of the country's main political forces and overall represents, in my view, the hope for the extraordinary ideal of Albanian social democracy. This is the beginning of cooperation and modernization of Albanian politics, the beginning of an important process forward. Page 4

Meeting with representatives of the World Bank

AT THE PSSH HEADQUARTERS The Chairman of the Socialist Party, Mr. Rexhep Mejdani, received yesterday the World Bank delegation, led by Mr. Mago de Sekerera i Motllanit and its secretary, Mrs. Pamela Malo. During the meeting with the senior officials of PSSH, the current situation in the country and the possibilities of creating as broad a coalition as possible of Albanian political forces were discussed. These efforts to stabilize the situation in Albania have found appreciation and support from the representatives of the World Bank. The meeting was attended by PSSH secretary Ilir Meta, chairman of the KPD of Tirana Shefqet Musaraj, the deputy chief of the Economic Service in the Prime Minister’s Office, and the deputy minister of Economic Development of Albania. Meeting with representatives of the Democracy Movement Party

Yesterday afternoon at the PSSH headquarters, the Chairman of the Socialist Party, Mr. Rexhep Mejdani, together with the Vice Chairman of PSSH, Fatos Nano, held a meeting with senior officials of the Democracy Movement Party, headed by Mr. Petër Demoskas[?], in which, among others, Theodor Sinikos, head of office in Athens, owner of the newspaper “Apoyevmatini”, Alexis Kukiashvili[?], secretary of the Reform movement in Macedonia, Tendi Gjobe, head of cabinet, as well as other senior representatives, took part. In this context, discussion focused on the development of the current situation in Albania and the broad prospects for cooperation with Greek left-wing forces and other politicians, who will take part in the celebrations of the 55th anniversary of the Greek Socialist Party in order to use such a forum for this cooperation.
