The amnesty and the latest amn... [?] between the political parties, as the most important act for finding a way out of the impasse and moving toward new early parliamentary elections, not only constitute an important event, but have once again proved how necessary it is for the democratic process, interrupted in the country, to create a climate of normality—a task that remains the most important one for the various political forces. But ten signatures are not yet the long-awaited elections. To implement all the points of the Political Agreement, in addition to the responsibilities of the political forces that authored this agreement, there are many responsibilities for the other participants in the country’s political life as well. The Government of National Reconciliation has an urgent and very important task: to put the finishing touches to the long-awaited draft law. It began this task some time ago, but the Democratic Party has absurdly opposed it. The political agreement among the parties made Mr. Fino’s government’s work easier, while also giving it the necessary satisfaction that it had been on the right track. And where have all the anathemas hurled by officials—and especially by the PD press—against this government and Mr. Fino gone? The least that can be said is that they should apologize. Parliament, too, has the urgent task of approving this draft law of the Government of National Reconciliation. But this requires the Democratic Party’s MPs—that is, what is called the majority, many of whom have “wounded” [as printed] and failed in this political forum—to stop performing “democratic recitals” of the Shapira or Gjana type. Those who drone on in speeches, as well as all those who agreed to speak from its podium in the people’s name after stealing their vote, know very well that they want and want; their parliament is as much a political body as a person and (Continued on page 9)

U.S. State Department spokesperson Nikolas Bërns said that the meeting between Prime Minister Fino and Secretary Ollbrajt reflects American support for the June parliamentary elections in Albania. Secretary Ollbrajt invited Mr. Fino to come to the United States for talks about our hopes that the situation in Albania can be stabilized through new elections and about providing stronger support for the electoral process in this country.
