To contribute to resolving the multifaceted crisis in Albania, the PS deputies came to Parliament with the clear aim of supporting the Government of National Reconciliation and its program for holding free, fair and equal elections in June. We have stated that anyone who tries to oppose this government is opposing National Reconciliation in Albania. Therefore, any political trap or [text unclear] will not only fail politically, but will also incur the curse of a desperate and traumatized people. -Given that the Arbërori-Saphia project aims to block the Government of National Reconciliation; -Given that this draft law, as an expression of Berisha’s diktat over Parliament, regenerates the Albanian political crisis; -Being ready for consensus and understanding with the political forces that make up the Government of National Reconciliation; -Strongly supporting the political statements of the International Community and the OSCE mission headed by Mr. Vranicki, calling for the crisis to be resolved by consensus among all parties, as with the March 9 agreement; -Aligning our view with that of Prime Minister Fino, that a vote of confidence on that law is a vote of confidence in the Government; -We refuse to discuss anything else in Parliament before the path to approval of the election law prepared by the Government of National Reconciliation is blocked. 13.5.1997

Socialist Party Chairman Fatos Nano received the European Union representative, Dutch Ambassador Hainen, and the OSCE representative, Ambassador Grubmajer, at the PSSH headquarters yesterday, at the latter’s request. At this meeting, Ambassadors Hainen and Grubmajer informed him about their meeting with President Berisha and asked for his opinion on the law submitted to Parliament today by the Democratic Party. First of all, Mr. Nano reiterated to the ambassadors the opinion he had expressed to them previously, and his conviction that Berisha and the DP are not working to resolve the crisis, but are trying to block all the political initiatives undertaken so far by the Government, including the issue of the head of SHIK, the Shehu issue, the prefects’ problems, and, along the same lines, the draft electoral law approved by the Government. Berisha is determined, at any cost, regardless of what it would cost the people and our country, to carry through his aims of preserving the totalitarian power he restored in Albania. We consider passage of this draft, rather than the one submitted by the Government, a new conspiracy organized by Berisha against the Government, whose Prime Minister is heading the delegation in Washington. It was essential to wait for the Prime Minister’s return, and only then for Parliament to discuss the election law. We have been and remain open to discussions with the DP and the other political parties on the draft submitted by the Government in cooperation with international experts, but as a political force we cannot discuss a law that has not gone through the parties’ roundtable. The draft submitted to Parliament today by the DP was considered unacceptable not only by our deputies but also by those of other parties, including those of the Movement for Democracy Party, which split from the Democratic Party in recent days. We reiterate once again that this stance by Berisha and his party threatens to plunge Albania into a new crisis of unforeseeable proportions. It is completely contrary to the March 9 agreement and the six-point Contract signed by 10 parties on May 9, accepted by OSCE envoy Franc Vranicki and the delegation he led.
