Vlora-criminal enterprises are being modified for profit, the order appears to be for filters, ladders, and the throwing of SHIK agents are pushing the limits in Albania and along the coast of Vlora. Throughout Albania and by air to the west, these followers of Kobmaisa and the Company, together with the law-enforcement forces, have criminally blocked Vlora, with heavy troops and weapons, all means of navigation, and continue to keep it pinned down, with no escape route from the sea or by land.

Today, Prime Minister, you raised yesterday the problem that is evolving into something real and very worrying, in Albania. Clearly identified and dangerous, even removed from us by the situation. This is a situation beyond danger. The hopes of disillusioned Albanians and their necessary shock for a national solution are coming to light. We have articulated our positions, not only in assessing these developments, but also in relation to the resolution discussed by governments and countries undertaking efforts to manage it, and in relation to the irresponsible assessment by President Berisha as corresponding to the dangers we have identified as developing, Mr. Berisha.
This should be considered as part both of the contentious developments in the climate of mistrust and of the finding of destabilization. What is unfolding these days, significant and equivalent to very serious issues that are driving electoral developments and the climate of mistrust, is linked to political consensus.
Any agreement must be seen as part of the general conditions of political and electoral play. Above all, this is a necessity for calming the situation. We have not been, nor are we, against institutions, figures, or the symbolism of public opinion. Against the ideations of it and against its break with the politics of a group that seeks conflictual attacks. I am convinced that these are also opposing outbursts aimed at increasing the climate of mistrust.
We ask Berisha to cooperate; there is no other alternative. You must urgently take control of what is being organized in the north and south. SHIK, under the shadow and coordination of SHIK, a group of high-ranking police officers and SHIK officers, are threatening to be against the forces of the services and opposing structures. It is SHIK, criminalized, a structure of Sali Berisha. Permanently controlled and directed. If there is no change, not only can we not accept your government, but you will throw the country into civil war. So, what we have examined so far and what remains to be examined in support of the declarations of our three parties and of the pronouncements of the European Union and the USA must be reflected in consensus. There is no solution except through respect for political consensus. We demand respect for the meeting venues. You gave assurances that a political government would be formed with the acceptance of all political parties. We demand respect for the tripartite commission that will oversee the elections. We ask that the army and SHIK leaders be brought here. We cannot trust or accept a situation in which the power of SHIK and their interference in the elections is becoming obvious. The situation calls for quick and clear action.
