I would like to join you in extending my warmest congratulations on the successful completion of the elections. The recent democracy, supported by the strong international team of observers, is facing difficult tests and offers this nation a new opportunity for progress. These elections can turn hopes into reality and replace violence with consensus. The conclusion of the elections will be only the first step in building democratic institutions and a sound economy in Albania.
The US government is ready to work with your government and with all democratic institutions in Albania, in order to overcome the problems inherited from the past and build a better future for the Albanian people.
Allow me to assure you that the United States will continue to support Albania in its efforts to consolidate democracy and the market economy.

Laws must be respected, provocations avoided
Appeal of the Government of National Reconciliation
Prime Minister Bashkim Fino yesterday called on the political forces in the country and on the Albanian people to respect the laws and avoid any provocation. In particular, he asked some parties of the right-wing spectrum to distance themselves from unscrupulous elements and to cooperate with all allies in order to make possible the normal conduct of the parliamentary elections, which are in the interest of the entire Albanian people.
The Prime Minister said that the country is going through a very difficult period and that the responsibility of the political forces is very great. He stressed that any attempt to destabilize or incite clashes must be condemned by all sides.
He called on citizens to remain calm and not to fall prey to provocations.
"Attempts to obstruct the electoral process are being brought to an end"
STATEMENT BY THE OSCE CHAIRMAN-IN-OFFICE
The envoy from North Rhine-Westphalia, with the OSCE mission, Foreign Minister Klaus Kinkel, has reacted to the recent destabilizing acts by the right wing.
The Chairman of North Rhine-Westphalia, German Foreign Minister Klaus Kinkel, on behalf of the OSCE, has called on all political forces to respect the elections and to abandon attempts to obstruct the normal development of the process.
According to the statement, the recent incidents in several areas of the country represent a serious threat to the democratic order and must end immediately.
The statement underlines that the international community supports efforts for free and fair elections and expects all political actors to behave responsibly.
