By Luç M Rama Prime Minister Nano has made it known, in the first hundred days of the coalition government's work, formed after the end of the armed rebellion supported by the opposition, that despite international aid, mainly foreign, the government headed by him has preserved the balances and restored control over the country's territory. Thus, after the country's moral, social, economic, and institutional collapse, also legalized through the elections of 29 June. But the level of rhetorical recognition and control over the country's institutions has compelled the government, and also today's governing coalition, to exercise as quickly as possible precise and defined control and command over all state institutions. Now, the government seems outraged by the misuse of public funds, rightly so. In fact, the government, as this newspaper's editorial also states, has a memory. The government is careful with the administration. It is not yet intoxicated by the new appointments, often fair, but also debatable. This means that the government is right and hopes that Albanians, with some reason, have continued to follow its decisions closely. Which means the time has come for the government to understand that the country's state of emergency cannot be identified with the government, nor with international support. The government must prove that it functions under its own command. This is most urgently needed by the economy. Not that the government has taken no action in this field. It has convened the Council of Ministers in Vlorë, installed institutions to closely monitor the situation in the south, and approved rules, laws, and orders. But it still seems that governance has been oriented more toward organizing work than toward the effort to build a stable and functional administration. If the government is careful with the administration, this is linked to the political and institutional crisis that continues to have consequences in the country. But people cannot wait forever. It seems that the time has come when ministers must leave their offices and go to the people. Where the problem is concrete, where the institution is seen not only on paper, but in everyday life. Today more than ever, the government must provide clear proof that it is not only a cabinet, but also a presence on the ground, decision-making, and responsibility. Only in this way can the trust of citizens be won and public opinion convinced that change is not merely a slogan, but a real process.
