Joint declaration of the OSCE Parliamentary Assembly, the Parliamentary Assembly of the Council of Europe and the European Parliament The parliamentary assemblies of the OSCE, the Parliamentary Assembly of the Council of Europe and the European Parliament express their deep regret regarding the stance of the Democratic Party to withdraw from work in the Albanian Parliament. This is an unacceptable step which puts us at serious risk of undermining the considerable progress made in the last 15 months for the development of Albania and for improving conditions for the Albanian people. We call on the political party to reconsider its decision and to improve the conditions and return on the basis of parliamentary dialogue. The observation mission of the three parliamentary institutions, carried out this year in Tirana in 1998, called on all parties participating in the political process to continue taking part in parliamentary activities and to fulfill in good faith all their parliamentary obligations. We will continue monitoring the process of democracy and reforms in Albania.
