From recent developments, dominated by the biblical exodus provoked by Belgrade among the unprotected Albanian population in Kosovo’s villages and cities, it is clear that the Serbian challenge has reached its end. History teaches us that the use of the most brutal weapon in every occupier’s arsenal, the “scorched-earth policy,” has never saved its plans from failure. PHOTO: REUTERS WASHINGTON — Kosovo Albanian families have been rounded up and expelled by Serbian security forces in Prishtina, a representative of the American human rights organization Human Rights Watch noted on Tuesday. “It is clear that there are forced expulsions from Prishtina, and we are receiving reports,” Fred Abrahams of Human Rights Watch told AFP. He said that information was coming from Prishtina every day. One [report] said that more than one person had been questioned—one resident with his sons, directly by two people, up to [unclear] a villager from an eastern neighborhood of the city, and another in a village on the outskirts of Prishtina—reporting the roundup and forced expulsion of Kosovars on Tuesday by Serbian security forces. According to the organization, Serbian forces are sending city residents to the Albanian border in buses hastily prepared for this purpose. In addition, Hashim Thaqi, one of the KLA representatives at the Rambouillet talks, noted on Tuesday evening on the German public television channel ZDF that part of the city had been turned into a center by Serbian forces in the center of Prishtina. • By yesterday evening, the following aid had arrived in Albania, sent by governments or various humanitarian organizations to their counterpart organizations in Albania: • FROM GREECE: 4,120 blankets, 2 tons of beds, 1 ton of food • FROM ENGLAND: 11 tons of medicines and clothing, USD 3,000, various items. • FROM TURKEY: 42 tons of food, 6 tons of clothing. • FROM SWITZERLAND: 21 tons of clothing, 30 trucks with trailers • FROM CANADA: 1.7 tons of medicines, 6 tons of food and 4.5 tons of clothing • FROM ITALY: 16 buses, 2 ambulances, 2 [unclear], 1 military chemical laboratory and 5 cubic meters of powdered milk.

• FROM JAPAN: plans to provide humanitarian aid to Albanian refugees displaced from Kosovo. The amount of aid to be provided is unknown, but the large number of refugees displaced by the war will be taken into consideration. • FROM THE NETHERLANDS: The Netherlands will provide an additional 1.46 million dollars in emergency aid for refugees from Kosovo, the Ministry of Foreign Affairs announced yesterday. • FROM THE EU: The EU Commission announced on Tuesday that it would provide 10 million euros (11 million dollars) in aid for victims of the Kosovo conflict. • FROM GERMANY: Germany said it would send its first planes with food and medicines today, to help tens of thousands of refugees fleeing because of the conflict in Kosovo. German Deputy Foreign Minister Wolfgang Ischinger said the Foreign Office would provide humanitarian aid worth 10 million marks, while the Ministry for Development Cooperation would provide a further 15 million marks. • FROM ISRAEL: Israel has decided to send a plane carrying medical equipment for refugees from Kosovo, Israel Radio reported on Tuesday. The aid plane will depart for Albania or Macedonia on Tuesday or Wednesday.
