Public Order Minister Spartak Poci has warned all subordinates in the state police about a deep reform. In his speech yesterday before 6,000 police and local employees, he was completely blunt and said that the six months of work so far had not been enough, and much more must be done. The minister described the police as involved in day-to-day anti-crime activity but not reaching the criminal networks. The latest and most serious news is the infiltration of many officers linked to crime into our police force. There is no way out unless the police are cleansed of such people. Curiously, however, the minister also accused judges of releasing bandits and prosecutors of not seriously pursuing crime. Poci pointed out that even the rapid intervention special forces alone cannot get the country out of this situation. No one has heard of this unit arresting dangerous gangs, except perhaps for some petty crime. Poci also called for greater dedication in carrying out duties and for a more responsible police force so that the law is always put into action. What polarized everyone was also the phrase he uttered yesterday, that the most dreadful killers are defeated only by those who do not know their background. This is because it has often been said that the current top police leaders know the criminal past of Albanian and foreign citizens who enter and leave Albania without going through the police network of the structures. DURRËS- A ship that left from Sardinia with 18 auto-trailers, vans and 76 people has arrived in Durrës. According to the leaders of "AFS-Cesu", the quantity of food, blankets and other aid is intended mainly for Kosovars who have left their homes. While the many curious onlookers watch them with a "hawk’s" eye, the Belgian soldiers are still endlessly asked whether there is anything to steal. When questioned, they say that in Belgium, when they find things on the street, they hand them over to the police. Others are also occupied with cameras, filming the drunk and exhausted Albanians. There are even some who want to pose with small towns and lost children. The pages written on a computer, before reaching the hands of the evaluation commission, looked as if they had been made on a computer even before being sent. In violation of every procedure, their copies were of the same quality as the originals and with the same ink. According to an official source at the tax office branch, the day before the commission had requested two copies of the offers that had arrived in an envelope but were not sealed. The source informs that one of the offers, which had been typed on a typewriter, was disqualified for this reason. Meanwhile, an offer written on a computer, according to the commission, passed successfully. Another strange procedure was the qualification of two offers in the final round, even though only one should have advanced. According to the information received, the authors of this affair decided to act with a tendency to drag things out, in order to create opportunities for interventions from above. After disqualifying the rightful offer, they selected another one that did not meet the criteria.

How is the efficiency of a government measured?

The week that passed was marked by several government steps, which were welcomed with appreciation by public opinion, especially by the needy. The end of energy rationing, the reduction of bread prices by 25 lek, and the reduction of VAT on computer equipment were described as positive measures, long awaited by the public. In particular, the government’s campaign to restore order in the cities also received praise. For the first time in a long while, citizens felt that the state was reacting to crime and trying to establish a minimum level of security. In this atmosphere, Prime Minister Majko and his ministers spoke optimistically about a new turn in governance. But are these enough to speak of a government’s efficiency?
If a government manages to create a temporary sense of relief in some areas, that does not necessarily mean it has become efficient. A government’s efficiency is measured first and foremost by its ability to solve problems in a sustainable way, not only through short-term or populist measures. If the lights come back on for a few weeks and then the outages resume, if bread gets cheaper for a short time but inflation swallows the reduction, if the police carry out a few spectacular operations but do not strike at the roots of crime, then we are dealing more with propaganda than with reform.
A government should also be measured by its transparency with citizens, by the rational use of public funds, by seriousness in enforcing the law, and by its ability to build institutions that function without fanfare. An efficient government is not the one that produces good news for a week, but the one that creates long-term trust. This requires well-thought-out policies, a professional administration, and the courage to touch clientelist interests.
Today, after the initial euphoria, the public has the right to ask: are these measures part of a clear development strategy, or merely momentary reactions? The answer will come not from statements, but from the results that citizens will feel in everyday life. A government’s effectiveness is not measured by the noise it makes, but by the real change it brings.
