Documents obtained and evidence show the deliberate theft of the treasury by the former President of the Republic • He convened the Council of Military Officers and took the treasury • He violated Law 7559 dated 22.4.1992, “On the Bank of Albania,” which he himself had promulgated on 4.5.1992 • On 4.5.1992 Berisha decreed that “the Bank of Albania safeguards the state treasury,” while in December 1992 he placed the treasury taken from the Skrapar Tunnels under military administration LAW ON THE BANK OF ALBANIA Pursuant to Article 16 of Law No. 7491, dated 29.4.1991, “On the Main Constitutional Provisions,” upon the proposal of the Council of Ministers, THE PEOPLE'S ASSEMBLY OF THE REPUBLIC OF ALBANIA DECIDED: CHAPTER I GENERAL PROVISIONS Article 1 The Bank of Albania is the central bank of the Republic of Albania and operates in accordance with the provisions of this law. The Bank of Albania is a legal entity headquartered in Tirana. CHAPTER III THE BANK'S MAIN ACTIVITIES Article 13 The Bank of Albania has authority and responsibility for the following activities: a) to approve and implement monetary policy, with the aim of fulfilling the duties set out in Article 3; b) to supervise and regulate Albania's banking system in order to ensure its operation and development; c) to act as the sole issuer of the national currency in the Republic of Albania, both banknotes and coins; c) to implement the state's exchange-rate policy, including the licensing, regulation and control of foreign-exchange transactions; d) to act as an adviser to the Council of Ministers on economic matters; dh) to control bills of exchange, cheques, bonds and other debt instruments; e) to buy and sell bonds and guarantee securities issued by Albanian financial and banking institutions and foreign banks; e) to buy and sell gold and other precious metals, as well as precious stones, for its own account and on behalf of third parties; f) to buy and sell international means of payment, such as foreign currency and other means, administer the state's international reserves, and assist in the proper settlement of international transactions; g) to provide credit to banking and financial institutions; gj) to issue securities on behalf of the state and for its own account; h) to act as banker to financial institutions, foreign governments and international agencies; i) to make advances or monetary loans to the state; j) to safeguard the state treasury. Yesterday afternoon, President of the Republic Rexhep Meidani signed the decree appointing Mr. Sokol Nako to the post of Minister of Transport. Yesterday evening, Nako set foot in the ministry for the first time, where he met in her office with Minister Shuli, who handed over the duty to him in a friendly conversation. Today at 8:00, Prime Minister Meta will introduce Minister Nako at the Ministry of Transport.

ISSUE OF THE DAY According to press reports, the opposition leader is preparing to go to Kosovo. The purpose of this visit should not be so much to address the Kosovo issue or for the Albanian opposition to help ensure that things go well there. This visit takes on an unmistakably personal hue, if we bear in mind Berisha’s difficult position within Albania and the nationalist card he holds firmly in his hands. Playing the ardent nationalist card, like any politician without vision and any charlatan, Berisha thinks he will be received with great fanfare by the Kosovars, and that in this way he will “indirectly” show the world and the EDU that Berisha has the support of the Albanians and that he alone is the key to resolving Albanian crises and, why not, Balkan ones too! This is Berisha’s dream — a paranoid dream. But it is unlikely that the Kosovars will play his game. The Kosovars now know Berisha and his creed of “divide and rule” as well as we do! On the other hand, the Kosovars know very well that coexistence and respect for human rights are what now lead them toward the European family. Kosovo won the war against Serbia, and now it needs to win the peace. In this context, Berisha is the least suitable person to deliver messages of peace to the Kosovars, since he remains a “master” only when talking about destruction, explosives, fires, pigs, bandits and fëral...! This Berisha-style infrastructure is of no use to the Kosovars, who have no need for division but for unity; they have closed the chapter of destruction and entered the age of construction. In any case, it remains interesting to see how the Kosovars will react to Berisha’s “patriotic” vocabulary. He will go to Kosovo to prove how much he loves it. But it is hard to imagine that the Kosovars will be dazzled by “patriotic-nationalist” words and forget their reality. The reaction of Berisha’s friend and ally, the Albanian Ghandi, will also be of interest. Will this Ghandi support or oppose the nationalist hysteria of the Albanian patient?
