After a large number of articles and debates, the associations of former owners in Shkodër declared that they would challenge the law on the declaration of land and property in the Constitutional Court and then in Strasbourg, calling it a law that violates their rights. According to them, the new land law does not guarantee the return of property and leaves many families without a solution. The debate also mentioned compensation, the return of property and their registration. In Shkodër, the main voice of opposition was that of the former owners and their associations, who stressed that the law should be revised.
Pas një numri të madh artikujsh dhe debatesh, shoqatat e ish-pronarëve në Shkodër kanë deklaruar se do ta kundërshtojnë ligjin mbi shpalljen e tokës dhe pronave në Gjykatën Kushtetuese dhe më pas në Strasburg, duke e quajtur atë një ligj që cenon të drejtat e tyre. Sipas tyre, ligji i ri për tokën nuk garanton rikthimin e pronës dhe i lë shumë familje pa zgjidhje. Në këtë debat janë përmendur edhe çështje të dëmshpërblimit, kthimit të pronave dhe regjistrimit të tyre. Në Shkodër, zëri kryesor i kundërshtimit ishte i ish-pronarëve dhe shoqatave të tyre, të cilët theksuan se ligji duhet të rishikohet.
Dopo un gran numero di articoli e dibattiti, le associazioni degli ex proprietari a Shkodër hanno dichiarato che contesteranno la legge sulla dichiarazione di terre e proprietà davanti alla Corte Costituzionale e poi a Strasburgo, definendola una legge che viola i loro diritti. Secondo loro, la nuova legge sulla terra non garantisce la restituzione delle proprietà e lascia molte famiglie senza soluzione. Nel dibattito sono stati menzionati anche i temi del risarcimento, della restituzione dei beni e della loro registrazione. A Shkodër, la principale voce di opposizione è stata quella degli ex proprietari e delle loro associazioni, che hanno sottolineato che la legge dovrebbe essere rivista.
