After a large number of articles and debates, the associations of former owners in Shkodër declared that they would challenge the law on the declaration of land and property in the Constitutional Court and then in Strasbourg, calling it a law that violates their rights. According to them, the new land law does not guarantee the return of property and leaves many families without a solution. Pas një numri të madh artikujsh dhe debatesh, shoqatat e ish-pronarëve në Shkodër kanë deklaruar se do ta kundërshtojnë ligjin mbi shpalljen e tokës dhe pronave në Gjykatën Kushtetuese dhe më pas në Strasburg, duke e quajtur atë një ligj që cenon të drejtat e tyre. Sipas tyre, ligji i ri për tokën nuk garanton rikthimin e pronës dhe i lë shumë familje pa zgjidhje.
