Life in the ruined dormitories, under cracked roofs, in rooms shared by three families continues for 70,000 Albanians. At a time when the country's population is growing by 2 percent a year, the need for housing is becoming even more urgent. On the other hand, private housing construction is fairly limited, mainly because of a lack of land and financial resources. To find a solution to this problem, the government is considering the use of former owners' homes and loans from the World Bank.

TIRANA - “By 1995 we must house 10,000 families,” says the director of the National Housing Agency, underlining that the housing problem is among the biggest in the country. According to him, the state cannot handle the construction of new homes alone, so other forms are being sought. One of them is the use of housing returned to former owners, through rent or other forms of compensation. Another path is securing loans from the World Bank to help build new apartments. In many cities, families live in extremely difficult conditions: in worn-out buildings, in shared spaces, without water or heating. The problem is further worsened by internal migration and the formation of new families. Meanwhile, the authorities are also examining the possibility of a financing scheme for private builders, but for now this remains only on paper. The World Bank is expected to provide initial assistance for a housing market study and a pilot project.

An Italian entrepreneur has submitted to the local authorities a project for a "cemetery" for old cars, where they would be dismantled and processed as scrap. According to the project, the area will be fenced and controlled to avoid pollution. The initiative is seen as useful for cleaning the city and for recovering metal materials. It is still not known when its implementation will begin.
