Experts in court: «Internments without cause»
Documents from the Directorate of Guidance will be examined
Trial of the bloc leaders, charges change
TIRANA — They could be considered arbitrary acts, "without...", developed in the morning during the historic trial against the former bloc leaders taking place in Tirana. The experts spoke, and in their expert report they put forward an assessment commenting on all the infamous Internment-Expulsion commissions. "They were carried out in violation of the procedural rules of the time," the experts stressed. According to them, during the years 1972-1984 — the period under review — internments were not always carried out for justified reasons, and for many internments even the minutes of the meetings are missing. Most of the accused — who had been members of these commissions — reacted by arguing with the experts. The trial will continue with the examination of documents from the Directorate of Guidance. This is also very important, because the day before in court the decision of Prosecutor Fana had been announced to change part of the charges against Alia[?], Carçani, Myftiu and Marko from "appropriation of state property" to "carrying out privileges and violating the equality of citizens". The second charge is precisely linked to the activity of the Directorate of Guidance.
Prosecutor Fana’s decision immediately prompted a positive reaction from the defense lawyers. Kleanthi Koci, lawyer for former President Hekuran Isai, and the lawyer for Carçani expressed their approval of Fana’s latest step. The lawyers for Marko and Myftiu also welcomed Fana’s decision, calling it "a very important moment in the trial and proof of the prosecutor’s correct legal reasoning." Alia himself considered the first charge — from which he has just been released — humiliating.
On the other hand, the accused repeated once again that they are innocent also with regard to the second charge. "I do not accept the new charge," Alia said in the courtroom, "because it was a decision of the Central Committee of the Party on the economic treatment of leaders and not an individual decision, since once you ceased to be a leader, you were no longer treated that way. I do not see the shift in the charge as an attempt to give this trial a political color."
Dozens of documents were then cited in the courtroom. Fana asked the court panel to admit dozens of important documents, mentioned many times during previous hearings. p.re.

Activities for Noli begin in Tirana
Commemoration
TIRANA — Commemorative events for the 70th anniversary of the June Revolution will continue throughout this week. This week, the initiative in Tirana will enter its final phase in the capital.
Today in Korçë, in an official ceremony, the city university will be named after Fan Noli, the well-known leader of the revolution. On the same day, one of the town’s eight-year schools in Ersekë will also receive his name. In the small southeastern town, the Historians’ Association of the district and the local authorities will also organize a scientific session.
On Wednesday it will be the turn of the major events in the capital. The square of the Academy of Sciences will officially be called "Fan Noli Square", while several streets in Tirana will take the names of his close collaborators, among them Delvina and Vinjau. On the same day, a photo-documentary exhibition will be inaugurated. On Thursday morning begins du ta ketë nderimin. The Institute of History of the Academy of Sciences will organize a scientific conference where the best specialists of this period will speak. The commemorative week for the June Revolution will end with an official concert at the Opera and Ballet Theater in Tirana and with an official reception attended by the highest state authorities, including the President of the Republic Sali Berisha.
Now 10,000 street vendors in the capital
During 1994 the Municipality will collect 18 million lek from commercial activity
Small-scale trade is preferred
TIRANA — The number of street vendors in the city of Tirana is rising at a galloping pace. From 3,000 in 1992, they doubled to 6,000 in 1993 and have reached 10,000 this year.
Commercial activity therefore continues to remain one of the most favored activities of the market economy. Spread across the city’s 13 free markets — markets for the sale of livestock products, fruit and vegetables, as well as industrial and household electrical goods — the street vendors secure profits not only for themselves but also a significant and steadily increasing income for the Capital Municipality. Thus, along with the growing number of people involved in this small-trade whirlpool, the revenues that the Municipality of Tirana receives from the tax of 30 lek per square meter of land that traders use to display their goods have also increased. While in 1992 these revenues were 4.3 million lek, by the end of this year they are expected — at a collection rate of about 1.8 million lek each month — to reach 18 million lek.
Tragedy in Delvinë: a father kills his son
The murderous parent is arrested by the Sarandë Police
During a family quarrel
TIRANA — A serious घटना has been verified in Delvinë. Ramiz Alushi, 38, was killed by a knife blow from his father, Xhafer Alushi, 60.
No further details are yet known about this event. The official news agency — which reports the tragic case only says that the bloodshed occurred during a quarrel and that Xhafer Alushi has now been arrested. The motives for the serious quarrel, the very ones that led to this extreme tragedy, are still unknown. Once again one of the grave acts that have always aroused the interest of investigators, but especially of psychologists and psychiatric doctors, has occurred. The mechanism that sets in motion the hand of a parent to kill his offspring is still a nearly unknown process. Such an event had happened years ago in Shkodër when the father — also then drunk — had killed his only son with a pistol shot to the head. The alcoholic father had been sentenced to many years in prison, but was released after some time. In fact, a father who kills his child shows that he always carries within him. The heaviest suffering is the drama he himself experiences afterward.

The tone between Athens and Tirana softens
Serreqi-Papulias meeting in Istanbul
TIRANA — A brief meeting took place in Istanbul between Serreqi and Papoulias. This clarified the doubt that had arisen before the departure of the Albanian Foreign Minister for the NATO meeting. The news agency later reported the quick meeting held in a café before Serreqi[?]. Not only this element but also the content of the conversation between the two ministers suggested a softening of the Greek side’s tone toward the resumption of dialogue with Albania.
Serreqi also repeated that, regarding the issue of ongoing diplomatic contacts in favor of a long-standing tension, things have recently become more manageable and settled. Papoulias agreed on the need to soften the tone of the diplomatic confrontation and to create a climate that would favor the resumption of dialogue.
For Serreqi, the Istanbul meeting was a good opportunity to discuss the problems that concern Albanian diplomacy with the foreign ministers of many important countries. For the first time he met here the Italian Foreign Minister Martino and invited him to visit Albania. Serreqi also met the foreign ministers of the USA, Germany, Turkey, Spain, Belgium and Denmark. p.re.

IN BAJRAM CURRI, LANDOWNERS FOR THE WITHDRAWAL OF STATE FORCES[?]
The Agency for the Restructuring and Privatization of state agricultural enterprises was finally forced to file a complaint with the competent authorities over the seizure of the former agricultural enterprise of the Tropojë district. The reason for this was their refusal to pay the incoming state owner the value of 325 head of livestock that they had confiscated from their property. The buyer Aliu for 750 thousand lek also adds another 500 thousand lek, which were used for 18 housing and office units for different persons. Although the Restructuring Agency issued an official notice, the owners gave nothing and did nothing. They released the forces composed of the Bailiff’s Office without taking the livestock and without compensation.
