political language. That is
the only one that is heard. Go
back to Parliament. These were some
of the messages, but not only these,
that the ambassadors of the Western
countries gave yesterday to the Albanian
opposition. The people of the European
troika, Hubert Ve'drine, Jozef Fi[s]her, Geor[g]
Robertson [?], sent the first signals
in Tirana yesterday for reconciliation and for
lowering tensions on the Albanian
political scene. They thought that the
opposition and, specifically, Berisha
had welcomed Majko's departure,
thinking that he might have been
the cause of this situation. But yesterday
the Europeans clearly showed that,
in fact, the problem is precisely
Berisha and his behavior. Therefore it
seems that the USA and the European
Union will be very clear in the future
with the opposition. They openly told
it that they would not accept any kind of
instability, regardless of the causes it
presents, while the only solution is
a return to Parliament. On one point
they were very clear:
There will be no new elections. That is
what the troika said yesterday and in fact
there was no need for comment.
Their message was not only for the
opposition, but also for the majority,
which will have to create the necessary
space for the opposition. They
declared that this is the first condition
for political stability in the country.
Yesterday’s event may be called
the first moment of clear confrontation
between the West and part of the Albanian
opposition.
TIRANA - Europe, represented by the
current president of the EU, Volfgang
Shysel, Austria’s Foreign Minister,
representative of the EU Council of Ministers,
Hubert Vedrine, France’s Foreign Minister,
special representative of the OSCE in Kosovo,
former Austrian chancellor Franz
Vranicki, and British Foreign Minister
Robin Cook arrived yesterday at midday in
Tirana to assess the political situation and to
find ways to resolve the crisis. Immediately after
arriving at Rinas airport, British Foreign
Minister Robin Cook, on behalf
of the European troika, answered the media’s
interest regarding new elections,
declaring that such a thing
could not help resolve the crisis in the country.
We do not think that such a thing
would help solve the crisis in Albania.
It is the president who is elected,
and not elected every day, and
the people do not always lose
the right to vote. I think
what is important for
stability is that all parties be represented in
Parliament and contribute
constructively to the debate.
I think this is more
important than early elections,
Robin Cook said yesterday
at the first press conference
at Rinas airport. As for the
Austrian Foreign Minister, Volfgang
Shysel, emphasizing the cabinet’s initiative
to lower political tensions in the country,
he said that the political forces in Albania
must contribute to the future of the country.
They must deal with the present, but they must
be oriented toward the future,
said the Austrian minister. Hubert
Vedrine stressed the Albanian government’s measures for solving
the situation, expressing that he
had confidence in the Albanian government.
The Prime Minister has spoken
in a very responsible manner.
He has taken very positive and important
measures to lower tensions in Albania, Vedrine said,
expressing the support of the EU troika
for the Albanian government.

Since the beginning of 1990,
despite the fact that the official
politics of Belgrade has been guided by a fairly liberal orientation toward our country and
the Kosovars as a whole, the possibility of a general conflict between the Albanians of Kosovo and the Serbian special forces has never been excluded. That conflict, sometimes visible and sometimes invisible, has developed mainly against the backdrop of a graduated Serbian strategy, which began with isolated actions against individuals suspected of keeping weapons and ended with the burning of entire houses, neighborhoods, and villages. In short, this conflict has been fueled by an unstoppable spiral of violence, which in light of recent developments in Kosovo has taken on frightening proportions. The main factor that has inspired this conflict has been the firm mentality of this Serbian government to treat the Albanian crisis in Kosovo not as a political problem, but as a matter of public order and terrorism. By supporting all possible scenarios to carry out this concept, Serbia has exploited the gradual emergence of many destabilizing factors, including the military wing of the Kosovo Liberation Army, for which it was warned that it would bring a final solution in the spirit of collective revenge through deportation and the mass extermination of Albanians. This has been very evident since March in Drenica, Deçan, in the outskirts of Prishtina and right into its center. Indeed, the conflict has spread across an ever wider arc of Albanian settlements, turning them into a true battlefield. The course of this conflict and the force of the weapons used in the Serbian punitive campaign have aroused great concern in world opinion, while all signs show that Belgrade is determined to use every means to stop the war of the KLA and to impose by force its policy of subjugation of the Albanian nation in Kosovo. On this level, the situation has been brought to a very critical point, where the possibility of the outbreak of a broad international conflict cannot be ruled out.

TIRANA - The protection of in-
formation for command centers and the need to preserve
the confidentiality of foreign secret organizations led to an agency
that began circulating as a simple research institute and with the title
"For the Italians of Defense, avoid
the leakage of secret news" which
is linked to Albanian agents,
but it has the right to work with the Italian secret services. In an
operational plan, the suspected Italian agency
operating in Albania is called SISM,
the Italian military secret service.
It operates mainly in the north of
Albania and in Tirana. In November
last year, a group of foreigners
presenting themselves as humanitarians were seen coming in and out of
the areas where Albanian clandestine migrants are sheltered as they set off for Italy. Sources
declare that most of these contacts are linked to
gathering information about trafficking networks and about the groups that
organize the illegal crossing.
